Location Description:

The duty location is on the Potomac River and near the Chesapeake Bay, reasonably close to Washington DC, and the position receives DC locality pay.


Division Description:
AMIC/PKJ reports to the ACC Acquisition Management and Integration Center (AMIC).

PKJ awards and manages contracts for the Joint Warfare Analysis Center (JWAC), a fast-paced, specialized DoD Science and Technology Reinvention Laboratory supporting multiple Combatant Commands and agencies executing missions around the globe.

This is an excellent chance to broaden in a joint environment and gain Special Access Program experience.


Position Description:

This non-supervisory NH , Contract Specialist position supports the JWAC mission to include acquisition of research, development, scientific, technical, and operational requirements.

The position requires a Top-Secret clearance and will require the selectee to be found eligible to have access to Special Access Programs (SAP) and Sensitive Compartmented Information (SCI).

A Clearance investigation will be initiated upon the selectee accepting a firm job offer.


Position Tasks:
*Plans and carries out assignments independently.

*Conceives and defines solutions to highly complex problems.

*Analyzes, interprets, and reports findings of projects

*Serves as a business advisor providing advice and guidance, ensuring consideration of risk and incentivization.

*Reviews requirements packages for adequacy and compliance with administrative, regulatory, and procedural requirements.

*Ensures continuously evolving Acquisition Reform initiatives are reflected in requirements packages.

*Plans, develops, and establishes the acquisition strategy for the overall program.

*Functions as the lead negotiator throughout the acquisition.

*Performs post award functions for complex, high monetary value, long-term acquisitions using a variety of contract types.

*Represents the organization with a variety of installation and functional area organizations.

*Provides customer guidance and training to improve acquisition practices, implement new regulatory requirements, explain policy changes, promulgate lessons learned and clarify procedures.


Position KSA's:

  • Professional knowledge of a wide range of Federal contracting laws, regulations, policies, procedures, methods, techniques, and contract types applicable to pre-award and post-award actions for a variety of complex contracts for unique services, commodities, and/or construction.
  • Knowledge of the business environment (e.g. economic trends, awareness of commercial business practices, standards, mergers, and acquisitions, etc.) to recognize potential programmatic/contractual impacts, and knowledge of the methods and techniques of fact-finding/market research.
  • Knowledge of the principles, methods, and tools used to assist in risk identification, assessment, and mitigation including assessing the probability and consequences of potential problems.
  • Knowledge of contract negotiation, administration, and termination principles, policies, procedures, and technical requirements; and knowledge of price and cost analysis sufficient to review proposals against previous history, actual and estimated expenditures, and established rates to determine price reasonableness or to determine a negotiation position.

$99, $153,354.00 per year
