Summary

The Telehealth Clinical Technician (TCT) is a GS 7 LPN/LVN that serves in a preceptor and subject matter expert and facilitates, directly or indirectly through collaboration with colleagues and co-workers the clinical, and administrative and business components as set for by the VHA Office of Connected Care.

Duties

Duties Include, but not limited to:

Incumbent demonstrates nursing practice with remote supervision of a registered nurse or licensed independent practitioner (LIP)

Administers medication accurately and promptly under the general supervision of a registered nurse or LIP. Demonstrates understanding of the effects and/or reactions caused by medications, treatments, and procedures. Records and reports these observations.

Demonstrates the ability to assist RN and/or LIP during the Telehealth visit. Prioritizes overall patientcare needs and adjust plans for care delivery. Makes astute observations of subtle, less obvious changes, both physical and emotional, in patient's condition, and accurately and thoroughly documents care delivered and patient's response to care that could require immediate modification of the patient's care plan. Appropriately seeks assistance and guidance by informing RN or LIP of changes in patient's condition requiring higher-level intervention. At this grade level, the LPN/LVN is expected to participate to a greater degree in prioritizing, and, as appropriate, modifying patient care treatment. This level will also assist the LIP with additional assessment tools via Clinical Video Telehealth (CVT) that may promote an accurate assessment.

Incumbent demonstrates the independent technical knowledge and skills that are complex in nature and that contribute to the veteran's treatment plan and support the successful completion of the Telehealth visit.

Incumbent performs Telehealth imaging, including tele-retinal screening, tele-dermatology, tele-wound care and other Telehealth programming as technology becomes available, as identified and referred by the primary care provider, other providers, and the imager. Guided by local policy/standing orders, the imager can initiate consultations for patients on behalf of the primary care provider, who retains responsibility for patient care. The TCT will provide patient education regarding the imaging process.

Incumbent is responsible for the patient site facilitation of the clinical, business, scheduling and technical aspects for real-time Telehealth applications, including, but not limited to, Tele-mental health, primary care Telehealth, and tele-patient education clinics, group CVT visits

Incumbent installs, maintains, inventories and trains staff on all video-conferencing technologies, telehealth peripherals including stethoscopes, otoscopes, ultrasound, and Doppler technology.

Provides advanced clinical technology information to patients, staff, and providers regarding Telehealth, Education and training processes. Assists the remote and local provider, employees and patients as needed.
