The Grant Manager is a Full-Time position working for HGA in Fort Myers, FL.


The Grant Manager works under the direction of a Project Manager and is the technical resource responsible for providing comprehensive grant management services to Grantees and subrecipients involving all aspects of requirements for HUD Programs such as the Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Emergency Solutions Grants (ESG), Housing Opportunities for Persons with AIDS (HOPWA), and the Disaster Recovery Program (CDBG-DR).


ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Participates in meetings with Grantees and subrecipients to establish initial assessment of proposed projects and activities to explain HUD entitlement and disaster program rules and regulations.
  • Assists Grantees and subrecipients with compiling HUD program required documentation and complying with all HUD requirements.
  • Supports development of action plans, consolidated annual performance and evaluation report (CAPER), and consolidated plans.
  • Supports the grantee's notice of funding availability (NOFA) process.
  • Develops policies and procedures for programs.
  • Assists with review and oversight of funded projects through project closeout, including all phases for A/E procurement, environmental review, construction bidding, and construction completion.
  • Supports monitoring of subrecipients.

EDUCATION AND/OR EXPERIENCE:

  • Minimum education requires an Associate's or technical degree or equivalent workrelated experience.
  • Bachelor's degree or equivalent workrelated experience is preferred.
  • 3 years' experience in administering grant funding and implementation at the federal, state, or local levels of governments with emphasis on HUD programs.
  • 3 years' experience with multifamily development OR public works infrastructure projects from project design through construction.

SKILLS AND ABILITIES:

  • Knowledge and skills in Federal grant provisions and requirements.
  • Knowledge of procurement, labor compliance, environmental requirements.
  • Knowledge of EEO, financial management, and record keeping.
