Division 3 Assistant Division Business ManagerThe Air, Missile, and Maritime Defense Technology Division focuses on helping to defend our nation, deployed forces, and allies.

Our activities include developing and assisting integrated systems for defense against missiles and other threats.

This is accomplished through six broad technical groups:

Advanced Concepts and Technologies; Advanced Sensor Systems and Test beds; Advanced Undersea Systems and Technology; Integrated Missile Defense Technology; Interceptor and Sensor Technology; and Systems and Architecture.

  • Job Description
    Financial Analysis and Reporting
  • High level management of anticipated funding to include group updates and projections relative to Division targets and carryforward
  • Actively track and assist technical group Business Managers with ceiling management at the program and group level
  • Leverage Transfer to Industry when applicable as part of ceiling management
  • Daily tracking and communication of direct sponsor funding amongst Air Force, Sponsors, Finance, and technical group Business Managers
  • Validate merit of information and/or results, addressing and communicating anomalies
  • Subject matter expert in searching, extracting, and compiling interrelationships amongst financial data
  • Update and develop templates and tools to assist with budget forecasting as well as comparing planned and actual expenses
  • Analyze weekly financial updates for Steering, providing a read ahead with explanations to potential questions
  • Collaborate with Division Office, technical group Business Managers, and Finance on all end of fiscal year activities
  • Assist with annual Project Work Statement for one of the largest sponsors within the Division

    Procurement
  • Serve as the primary reviewer and approver for all Division procurement activities
  • Collaborate with technical group Business Managers to actively facilitate complex and major procurements
  • Review and edit Statements of Work (SOW) and Memos of Justification (MOJ) serving as the primary liaison to the Contracting Services Department
  • Collaborate with Property to review, edit, and approve Fabrication Task memos for the Division
  • Facilitate Pcard program at the Division level by approving Pcard requests and collaborating with the technical group Business Managers on timely verification of all transitions
  • Facilitate approval of unallowable procurements such as field test supplies with Finance and Contracts

    Personnel Management
  • Provide mentorship to the technical group Business Managers in varying capacities
  • Serve as a liaison of the technical group Business Managers to service departments, and other Divisions
  • Understands and advises technical group Business Managers on impact to STE and ceiling calculations
  • Capable of supporting Divisionwide STE and ceiling projections and reporting
  • Responsible for coordinating all international travel within the Division
  • Assist the Division Logistics Coordinator with planning and forecasting attrition, new hires, and internal transfers
  • Actively participate in goal setting meetings and annual performance reviews for technical group Business Managers.
  • Review and recommend training courses to further develop the technical group Business Manager team


  • Requirements

  • BS degree in Business with Finance concentration or related field
  • MS/MBA is preferred
  • Minimum of eight years' experience in budget development and administration
  • Preferably within a technical environment supporting multiple persons and projects
  • Experience developing and implementing process improvements
  • A solid understanding of financial and government processes with strong analytical and estimating techniques
  • Experience with DoD programs is preferred
  • Experience managing complex procurements and working knowledge of the Federal Acquisition Regulation (FAR) is desired
  • Ability to demonstrate effective oral and written communication skills
  • Proficiency with computerbased financial management tools
  • Advanced Microsoft Excel skills required
