Job Summary/Objective:


Performs complex and highly responsible administrative and professional duties to support the implementation of the Children's Services Act (CSA) in Albemarle County to facilitate high quality, child-centered, family-focused, cost-effective community-based services to at-risk youth and their families within a local government structure as organized under Virginia CSA.

Requires specialized knowledge, a wide variety of competencies, and independence in the performance of tasks.

Articulates, supports, and applies the high-performance practices (continual quality and service improvements, participatory involvement, teamwork, mentoring, coaching, data collection, and analysis) of the department within an inclusive team environment.


Essential Functions:


  • Responsible for the annual CSA Provider Agreement process including managing vendor list, monitoring compliance, and providing ongoing consultation and troubleshooting to vendors as needed to ensure requirements are fully met;
  • Provides management and oversight of the Family Assessment and Planning Team (FAPT) process and documentation and is responsible for fiscal policies and procedures related to the FAPT approval process, the Funding Approval Request process, Individual Family Service Plans, and Addendum paperwork and processes, to ensure authorization of services meets all state and local CSA fiscal requirements;
  • Provides direct oversight of the funding processes for Albemarle County Social Services, Region Ten, 16th District Court Service Unit, and Albemarle County Public Schools to ensure all CSA requirements are fully met;
  • Serves in interagency communication and liaison role within the CSA structure, at the local level and promotes effective communication and collaboration between partner agencies and with service providers;
  • Handles difficult consumer concerns and situations;
  • Recruits and trains parent representatives and private sector representatives appointed to the FAPT;
  • Promptly notifies the CSA Program Manager of identified or suspected safety risks, human rights violations, and financial mismanagement;
  • Performs other duties as required.

Competency:

Knowledge/ Skills/Abilities:


  • Extensive knowledge of local and state government human service agencies and policies; knowledge of the Children's Services Act (CSA) program;
  • Excellent writing, organizational skills, data analysis, outreach, communication, training, and presentation skills; research experience, program implementation/analysis skills;
  • Ability to manage collaborative networks and skill and ability in providing leadership in a team environment;
  • Ability to identify and research relevant law and policy and to understand, apply, interpret and explain policy and procedures;
  • Ability to analyze situations to make sound judgments within the framework of existing of computer software programs, databases, and management information systems.
  • Knowledge of applicable laws, policies, and regulations;
  • Knowledge and skill in use of computer software programs, databases, and management information systems.
  • Ability to communicate and establish effective working relationships with clients, coworkers, other professional and technical staff, social agencies and the public;
  • Ability to coach, mentor and support staff.

Required Education and Experience:


  • Bachelor's Degree in a Human Services field or related area supplemented with work experience in the assigned program areas or any equivalent combination of education and training and experience which provides the required knowledge, skills, and abilities.

Preferred Qualifications/Certifications:


  • Master's degree in a Human Services field or related area or prior experience with the Children's Services Act (CSA) strongly preferred.

Physical and Mental Requirements:


  • Administers work to the public typically in client's home, often in remote rural areas.
  • Frequent contacts with clients and coordination with other public and private agencies (i.e., school, courts, clinics, etc.) are required.
  • Involves frequent driving, walking, and standing.
  • Involves telework for participating in virtual meetings and much of the officebased administrative work including documentation and data entry can be completed virtually.
  • Provides coverage after hours and on weekends, on a rotating oncall basis, for emergencies involving the abuse or neglect of children and for situations requiring immediate attention regarding children in the legal custody of the Department of Social Services.
