Under the direction of a Staff Services Manager I, the Labor Compliance Analyst (AGPA) is responsible for resolving the more complex labor compliance issues, performing audits/investigations, and negotiating with various individuals while administering and enforcing the Department's Labor Compliance Program (LCP) and policy for all public work contracts.

Incumbent will interpret, apply, and enforce contract provisions, State and Federal labor laws and regulations that are administered as part of the Department's contract administration obligations.


  • Independently perform complex, comprehensive, and detailed analysis of contractor and subcontractor payroll records, including the more complex audit of the contractor and subcontractor's certified payrolls, timecard records, tax payments, trust fund contributions, payroll ledgers, and various supporting records. Initiate enforcement action against contractors and subcontractors for noncompliance with prevailing wage including penalties and recommendation for possible debarment. Negotiate settlement agreements with contractors or subcontractors on behalf of the Department. Assist Headquarters Labor Compliance and attorneys in preparation of labor cases and Estimate unit with progress payments. Provide Resident Engineers direction and guidance on wage rates and verify that Extra Work Bills are being invoiced appropriately.

This position requires driving for State business and being able to safely operate a vehicle.

Proof of a valid California Driver's License will be required, and the incumbent shall provide authorization for release of driver information for the Department's use.


  • The work is primarily conducted in an office environment; however occasional field trips to construction field offices, construction project sites, and/or contractor's business offices throughout the state may be required. While in the field, the incumbent may be exposed to equipment, machinery, chemicals, dust/dirt, noise, uneven surfaces, humidity and/or extreme heat and cold. Hard hat, safety vest, and appropriate safety equipment must always be worn in the field, no exceptions.
