SUMMARY
You will serve as a Financial Management Analyst in the Comptroller Department of CDR NAVY EXPEDITIONARY COMBAT COMMAND.


DUTIES

  • You will perform or advise work on any phases or systems of budget administration.
  • You will analyze and recommend costs and benefits of alternative method of financial management of organization's programs and administrative operations.
  • You will implement legal and regulatory controls over approved budget.
  • You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities
    .

  • This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

QUALIFICATIONS


Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.


Specialized experience must demonstrate the following:

  • Experience performing budget execution and analysis work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding, such as direct annual, multiyear, reimbursable, refunds, etc.
  • Experience working with Federal accounting, financial management policy, and Navy feeder systems.
  • Experience using the policies, precedents, regulations, and guidelines of a functional area such as financial oversight and budget execution in order to analyze and evaluate changes in program plans and funding and/or accounting relationships.
  • Experience validating data and reports from various financial management and accounting systems to ensure accuracy and conformance with Financial Improvement and Audit Remediation (FIAR) principles.
  • Experience with Logistics feeder systems, R-Supply or operational business logistics enterprise/ operations supply systems (NOSS/NOBLE).


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
