CITY ENGINEER / ASSISTANT PUBLIC WORKS DIRECTOR
Pay Range: $83, $125,601.37
The City of St. Pete Beach is a Gulf Coast barrier island community in west-central Florida, close to St. Petersburg and Tampa Bay. The city is approximately 2.25 square miles and has a year-round resident population of about 8,900. The citys beautiful white sand beaches, hotels, and historic resources attract tourists and visitors worldwide.

Minimum Qualifications: Requirements include a BS in Civil Engineering and five (5) years of experience in a progressively responsible professional position in municipal engineering activity, and two (2) years of supervisory experience. Registered Professional Engineer in the State of Florida, or ability to obtain a Florida License within three months is required.
Position Summary
Highly responsible administrative, planning, and professional work in directing all activities of the Engineering Division. This position reports to the Public Works Director.
Essential Duties and Responsibilities
Supervises all activities of the Engineering Division consisting of one Engineer and one Senior Construction Field Inspector.
Supervises the Capital Improvement Program including developing the program for City owned infrastructure including roads, stormwater, sanitary sewer, reclaimed irrigation water and related infrastructure. Coordinates programs and projects with external agencies including utility companies, State agencies, the County and adjacent municipalities. All capital design and construction are performed by professional engineering firms and construction companies. Oversight of all projects includes planning, design, permitting, construction management, contract administration, cost estimating, bid evaluation, and construction inspection. St. Pete Beach currently has over 65 capital improvement projects ongoing in various stages totaling over $30M.
Prepares requests for qualifications for professional engineering services, reviews submissions and recommends professional consultants.
Coordinates with the Purchasing and Legal departments to prepare requests for construction bids/proposals, evaluates submissions for selection.
Approves and inspects Right of Way Utilization Permits for all outside agencies and citizens.
Reviews and provides comments to plans submitted by developer and outside contractors having an impact on City infrastructure. Approves developer permit applications to FDEP and SWFWMD.
Supervises and performs inspections for all City infrastructure improvements performed by developers and other outside contractors.
Performs engineering and other technical functions as required including advising the Operations Manager and field staff on maintenance and repairs for city owned infrastructure including 23 sanitary lift and pump stations, the sanitary conveyance system, the stormwater conveyance system, roads, shell alley system, reclaimed water conveyance system and other related infrastructure issues.
Significant knowledge of GIS and Work Order Management systems. Oversees the GIS mapping of the citys infrastructure systems and the integration of operational repairs and improvements to the GIS layer.
Reviews and recommends approval for all payment requests for architectural, engineering and construction services.
Receives citizen complaints, investigates, and recommends solutions.
Attends public meetings and workshops as needed.
Member of Technical Review Committee (TRC), evaluating all site plan and development applications for stormwater and wastewater concurrency.
Coordinates and Tracks Citys NPDES Permit and Requirements.
Perform signed and sealed inspections of stormwater infrastructure for FDEP.
Coordinates the city bridge inspection program with the FDOT.
Coordinate all aspects of engineering as part of a municipal executive staff, understands the roles and responsibilities of the other Departments of the City including Fire, Finance, Community Development, Information Technology, Human Resources, Library and Legal.
Performs additional duties as assigned/required.
Knowledge, Skills, and Abilities
Knowledge of all phases of civil engineering design, materials testing, surveying and construction management, detailed knowledge of road, wastewater, and storm water systems. Knowledge of FDEP and SWFWMD permitting process. A general knowledge of the equipment, tools and supplies required to accomplish engineering operations. Ability to plan, direct and coordinate dozens of projects simultaneously. Ability to create a positive image to the public relative to City projects. Ability to supervise, coordinate and review the work of staff, consulting engineers, technical and administrative personnel. Knowledge of municipal government capital planning, contracting, accounting, bidding, and purchasing.
MINIMUM QUALIFICATIONS
Education and Experience
Graduate from an accredited four-year college or university with a Bachelors Degree in Civil Engineering. Five (5) years of experience in progressively responsible professional positions in municipal engineering activity. Two (2) years of supervisory experience. Registered Professional Engineer in the State of Florida or ability to obtain a Florida License within three months.
Special Requirements
Possession of an appropriate drivers license valid in the State of Florida.
Physical Skills

Working conditions include working inside an office environment and outside reviewing and supervising work in Florida climate conditions.
