Description

Responsibilities:


  • Process all Request for Personnel Actions, including recruitment, awards, reassignments, and separations that result in the issuance of Notices of Personnel Action or Standard Form 50 (SF50).
  • Lead recruitment efforts to fill vacant positions using standard hiring practices and advise hiring managers on the best hiring or appointment authority to use in filling vacant positions.
  • Create and maintain metrics of workforce demographics used in organizational briefs. Assesses workforce demographics and advises management on the results to be used in strengthening the diversity of the organization.
  • Serve as the PEO's central pointofcontact for commandwide data calls requiring responses. Informs senior leaders on the nature of data calls, coordinates responses and reports results to leadership.
  • Evaluate the manpower needs of each program office, make position management recommendations, and analyze internal processes as they relate to workforce strategy and billet control, and process all personnel actions for Team Submarine.

Education and Experience:


  • At least three years' experience with:
  • Navy Civilian Personnel
  • Submitting Request for Personnel Actions (RPAs) in Defense Civilian Personnel Data System (DCPDS)
  • Knowledge of Federal Hiring Authorities
  • Experience with MS Teams and MS Office (Outlook, Excel, Word).
  • Knowledge and understanding of DOD, DoN, NAVSEA requirements, processes, goals, and objectives.
  • BS/BA degree in business, management, or technical field (or commensurate experience)
  • Active DoD Secret clearance

Desired Education and Experience:


  • Skilled in management within recruitment operations.
  • Experience in human resource hiring systems, human capital management systems, and or applicant tracking systems.
  • Ability to gather, assemble, correlate, and analyze facts and information; identify problems or issues; draw conclusions; and make recommendations consistent with the organization's work methods, procedures, and management control systems.
  • Ability of and skill in recommending program changes or corrective actions to organization's leadership to improve overall efficiency and effectiveness in the execution of assigned operating programs.

Work Location:
Washington Navy Yard. Telework options for 1-2 days per week after all initial onboarding and team integration is completed (estimated 2-4 months).


Travel:
potential for travel (less than 10%)
