    HIRING RANGE: $57,499- $91,731/ANNUALLY DOQ

    CONSTRUCTION INSPECTOR I SALARY RANGE: $57,499-$86,249/Annually DOQ
    CONSTRUCTION INSPECTOR II SALARY RANGE: $66,563-$99,844/Annually DOQ
    CONSTRUCTION INSPECTOR III SALARY RANGE: $73,385-$110,077/Annually DOQ

    NATURE OF WORK
    Under general supervision of the Engineering Director, provide construction inspection services related to infrastructure for the potable and non-potable water delivery and distribution systems, vehicular and pedestrian transportation systems, and the stormwater conveyance systems for the Town of Frederick. Perform construction inspection to ensure compliance with approved plans and standards. Provide construction management services for town infrastructure projects. The Construction Inspector position is intended for individuals that desire a career in public service that is focused on the construction industry.

    ESSENTIAL DUTIES / FUNCTIONS
    The duties listed herein are illustrative of the essential duties of the job and do not include other nonessential or peripheral duties that may be required.
    • Performs construction inspections of new public improvements including waterlines, storm sewer, roadways, curb and gutter, and sidewalks.
    • Inspects construction work for Public Works, Engineering, Planning, Parks, and development projects and enforces Town codes and standards.
    • Participates in the preparation, writing, and review of project specifications and bid documents.
    • Coordinates work items, scheduling, and communication among contractors, utility companies, governmental agencies, citizens, and others as needed.
    • Observes work in progress to ensure that procedures are followed, and materials used conform to specifications.
    • Examines workmanship of finished installations for conformity to standard and approves installation.
    • Measures alignment, levels, elevation and distances of structural installations and layouts to verify accuracy of dimensions.
    • Prepares drawings of construction installations that deviate from blueprints and reports such changes for incorporation on master blueprints.
    • Performs and/or reviews testing of materials such as concrete, soil, and asphalt to verify the physical properties and ensure the structural integrity of the materials.
    • Interprets blueprints and specifications for contractors and discusses deviations from specified construction procedures to ensure compliance with regulations governing construction.
    • Records quantities of materials received or used during specified periods to ensure compliance with Town specifications and construction budget allocations.
    • Maintains daily log of construction and inspection activities as well as prepare and review progress reports.
    • Computes monthly estimates of work completed and approves payment for contractors.
    • Requests and inspects infrastructure restoration relative to right-of-way work permitting.
    • Responds to inquiries for developers, contractors, and the general public regarding Town requirements relative to the location, construction, alteration and maintenance of public works facilities and utilities.
    • Compiles and analyzes reports, records and other data to plan, assist with design and/or evaluate projects or programs.
    • Assists in the periodic evaluation of streets, curbs, sidewalks and drainage structures.
    • Contacts citizens and resolves complaints/concerns about construction projects within the Town.

      KNOWLEDGE, SKILLS AND ABILITIES
    • Demonstrated knowledge of the principles of construction practices of water, roadways, trails and stormwater infrastructure.
    • Ability to quickly read and comprehend blueprints, plats, legal descriptions, and related construction documents. General knowledge of land surveying principles.
    • Working knowledge of Colorado construction methods and processes. Remain abreast of technical developments in the fields of water, transportation and stormwater construction.
    • Familiarity with the basic properties and specifications of concrete, asphalt, aggregate bases, and soils as typically encountered in street and utility construction.
    • Strong written and oral communication skills. Ability to independently solve problems.
    • Must provide timely and courteous assistance to other staff members and the public over the phone and in person in both cooperative and adversarial situations. Ability to work effectively toward solutions related to conflicting construction issues.
    EDUCATION, EXPERIENCE AND TRAINING
    • High School diploma or equivalent (GED). College coursework in Construction Management, Civil Engineering or a closely related field from an accredited college or university is preferred.
    • Experience:
      • Construction Inspector I (0-5 years experience)
      • Construction Inspector II (5-10 years experience)
      • Construction Inspector III (10+ years experience)
    • Construction Inspector I must possess or be able to achieve the following certifications:
      • Flagger Certification
      • Asphalt Paving Materials Inspector Certification
      • Level A Laydown Operations Certification
      • Stormwater and Erosion Control Management
    • Construction Inspector II must possess all certifications for the Construction Inspector I and additionally:
      • CDOT Project Management for Local Agencies
      • Qualified MS4 Stormwater Inspector Certification
    • Construction Inspector III must possess all certifications for Construction Inspector I and II and additionally:
      • CDOT Project Manager Certification
      • Traffic Control Supervisor Certification (ATSSA)
    • Must possess a valid United States drivers license and provide proof of a safe driving record and maintain a safe driving record.
    WORKING ENVIRONMENT / PHYSICAL ACTIVITIES
    The work environment characteristics described herein are representative of those an employee encounters while performing the essential functions of this job.
    • While performing the duties of this job, the employee is regularly required to see, talk, hear, and use hands and fingers to touch, handle, grasp, push and pull. The employee is frequently required to stand, walk, sit, and reach with hands and arms.
    • Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
    • Work will primarily be conducted outdoors, and may include working outdoors in inclement weather conditions, or in very high or very low temperatures. Light physical effort is required by occasionally handling objects up to 50 pounds.
    • Some office work is expected with the position.
    • Some field work that may include work in traffic or construction areas, with possible exposure to noise, fumes, odors, dust, poor ventilation, slippery or hazardous surfaces. Work may require the ability to traverse through various terrains.
    • The incumbent must be able to handle the stress associated with a widely varying workload and the implementation of standards.
