Duties:

The CHIPS Operations Office is looking for a Financial Analyst who is excited to work with a new, evolving team
As a new Financial Analyst on our team, you will:

  • Monitor performance and expenditures of semiconductor manufacturing projects by analyzing recipient expenditures, manufacturing investments, and fund use data to ensure alignment with program investment objectives.
  • Analyze construction and operational recipient data based on loan and grant performance metrics and financial risk analysis to assess portfolio integrity.
  • Develop and implement datainformed program management protocols and procedural improvements for semiconductor manufacturing operations using evaluation findings and financial analysis.
  • Present investment data analysis findings and financial modeling projections to the portfolio manager to inform decisions on recipient terms and program direction.
  • Coordinate directly with department leaders and external customers to develop and execute investment protection processes and risk identification methods to ensure the continued achievement of semiconductor manufacturing project goals.

Qualifications:


Individual Occupational Requirements:
Education

- _Undergraduate and

Graduate Education:

_ Major study - finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.


OR
Experience

  • Specialized Experience (for positions above GS5):_ Experience such as performing financial analysis and evaluation work requiring a comprehensive knowledge of (1) corporate finance and any specialized fields of finance required such as public finance, securities, international finance, money and securities markets, investments, and banking, and (2) the financial and management structure, operations, and practices of corporate and other organizations.

In addition to the basic requirements, applicants must also have 1 year (52 weeks) of specialized experience equivalent to the GS-11 (ZA-II at NIST) level.


Specialized Experience is defined as:


  • Conducting analysis and financial modeling for an investment portfolio to determine growth, risk levels, and alignment with program objectives
  • Developing and presenting findings and recommendations to senior analysts/managers on program protocols and investment strategies
    AND:
  • Working with cross-functional finance teams to implement performance evaluation methods and improve data-driven program management processes
