    Description
    The Technical Advisor II is an advanced subject matter expert who oversees


    and leads communications and knowledge management (KM) for large projects across various areas of specialization, including gender, nutrition, education, social and behavior change (SBC), malaria, HIV, reproductive health, etc.


    They will oversee the communications and KM technical and operational aspects of projects at the country-level, as well as regional and/or global levels.

    They will supervise and mentor technical staff members ensuring that project activities are on track with work plans, with technical expertise informing project implementation and showcasing project performance.

    They will support and prepare project, donor reports, best practices documents, and publications, and external communications for dissemination, ensuring quality control.

    Monitors technical aspects of a project related to communications and KM, ensuring the completion of related deliverables are on schedule and within budget constraints.

    Accountabilities:

    Technical

    Requirements:

    Works on problems of complex scope that require evaluation of variable

    factors.
    Serves as a technical lead for communications and KM for a large project.
    Networks with key internal and external

    personnel.
    Decisions may cause delays or failure to achieve results that impact departmental

    goals.

    Provides input to senior technical leadership on national guidelines and normative policies for subject matter areas of expertise, as well as technical products and publications focus across various areas of specialization.

    Coordinates and develops processes and procedures to ensure communications and KM products and deliverables across multi-country project in line with communication strategies, branding and marketing plans, style guides, etc.

    Interprets technical findings and coordinates with relevant staff and country teams to communicate key findings, best practices, impacts, recommendations, etc.

    Project Design

    Implementation:


    Leads the creation of the technical portion of the project plan of a complex project or multiple projects, within the given resource and financial constraints.

    Oversees technical and operational activities for communications and KM in a large project across multiple countries and

    regions.

    Coordinates with technical and programmatic staff members to ensure that activities are performed as per award requirements and consistent with FHI 360 policy.

    Defines and leads collaborative efforts to develop solutions to address communications and KM gaps to strengthen capacity at country levels .

    Contributes to

    (or leads, as appropriate)

    planning and making recommendations for communications and KM operations.
    Develops strategies/plan, training content, and tools for the design and implementation of communications and KM technical

    initiatives.

    Ensures technical implementation is consistent with best practices in their respective area/sector and meet funder contractual obligations, directing other professional staff members.

    Coordinates with technical and programmatic staff members to

    capture learning, impacts, and best practices for internal and external dissemination .
    Oversees staff and partners members'

    assignments.
    Develops and maintains relationships with clients ,

    funders, partners, peers, etc.
    Continually maintains a dialogue and technical exchange with field counterparts and technical staff members of implementing partners.
    Staff Leadership and

    Training:

    May supervise team members, monitor performance, and lead professional development

    efforts.
    Develops and implements training and competency

    systems in technical area(s).
    Identifies strategies to address training

    gaps.
    Project/Program

    Reporting:

    Reviews and contributes to technical

    reports.
    Prepares and delivers presentations to sponsors on

    progress, as directed.
    Supports the development project work plans, integrating communications and KM activities, and coordinates with sponsors and partners on

    activities.

    Ensures technical deliverables and implementation are consistent with best practices in the industry and meet funder contractual obligations, directing other professional staff members.

    Proactively identifies risks or challenges to technical deliverables and creates mitigation

    plan.
    Reviews, analyzes, and evaluates internal and external content for dissemination and makes recommendations for enhancements.
    Ensures the quality of technical products for dissemination at all

    levels (project, regional, global, etc.).

    Skills:


    Comprehensive knowledge of diverse communications and KM approaches, strategies, concepts, practices, and global health platforms to disseminate and visualize learning across multiple health and other sector focal areas, including social media platforms.

    Ability to manage projects, set realistic priorities, and plan for the successful implementation of communications and KM activities collaboratively and across multiple technical areas.

    General understanding of the external environment and how it affects development organizations, including political, legal, environmental, financial, and social influences.

    Strong diagnostic, analytical and problem-solving

    skills.
    Ability to exchange information, present recommendations and collaborate with colleagues and peers within the organization and possibly externally.

    Ability to influence others of the benefits/importance of an idea or plan of action and to gain their support or commitment.

    Strong negotiation skills and ability to reach mutual points of agreement and benefit among peers, colleagues, partner organizations, government counterparts, and other stakeholders.

    Education:

    Master's Degree or its International Equivalent in Civil Society, Journalism, Communications and Social Marketing,

    Economic Development,

    Education, Environment,

    Gender,

    Health, International Development, Human Development, or a Related Field.
    Project Management (PM) Certification

    preferred.

    Experience:

    Typically requires 12+ years of relevant experience in designing and evaluating applicable programs/services – may manage activities of lower-level staff, however, main function is individual contributor.

    Experience leading a multi-country communications and KM portfolio/program in developing countries, involving multiple stakeholders.

    Demonstrated knowledge of diverse communications and KM approaches, strategies, concepts, practices, and global health platforms to disseminate and visualize learning.

    Demonstrated experience leveraging and using social media platforms and tracking impact.
    Relevant publications, presentations, reports, and KM products .
    Demonstrated track record of achieving results in a development context and working in teams and fostering partnership.
    Prior work experience in a non-governmental organization (NGO), government agency, or private organization.

    US Based

    hiring salary

    range for this role is listed below. Candidate FHI 360 pay ranges represent national averages that vary by geographic location.

    When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to:

    relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.
    Base salary is only one component of our offer. FHI 360 contributes 12% of monthly base pay to a money purchase pension plan account.

    Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year.

    Paid time off is reduced pro rata for employees working less than a full-time schedule.
    US Based Hiring Salary Range:

    $128,000 - $160,000
    International hiring ranges will differ based on location.
