About the role

  • Confers with suppliers and analyzes suppliers' operations to determine factors that affect prices and determines best value and/or lowest cost consistent with quality, reliability, and ability to meet required schedules.
  • May analyze production/procurement data to develop procurement strategy for the company.
  • Contributes to the development of new concepts, techniques, and standards. Considered an expert in field within the organization.
  • Providing insight to new regulatory requirements, processing, and contracting trends that could impact the organization.
  • Develops solutions to complex problems, which require the regular use of ingenuity and innovation. Ensures solutions are consistent with organization objectives.
  • Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized services, materials, and equipment for the company in coordination with the legal department.
  • Establishes new processes and controls within the entire procurement life cycle including the implementation of a source to pay software
  • Prepares bid packages, develops evaluation criteria, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes subcontract packages for review, prepares awards and administers resulting subcontracts.
  • Providing procurement documentation and evaluation to support personnel in analyzing contract requirements, special provisions, and terms to ensure compliance with regulations, policy, and guidelines.
  • Negotiates and coordinates additions, deletions, or modifications to subcontracts in coordination with the legal department.
  • Signs supplier agreements and purchase orders within established authority.
  • Knowing the supply chain process for supporting the government customer.
  • Providing appropriate competitive vendor opportunities for best value to the government at the minimum defined requirements.
  • Leads the subcontracts and procurement organization and manages supplier relationships throughout the procurement life cycle.
  • Managing other team members in the development and adherence to processes and procedures that best support the company.
  • Assigning work within the team and sharing the workload to ensure timely and accurate purchasing with qualified and approved vendors.

Who we're looking for

  • Bachelor's degree
  • Minimum of 15 years' of related experience in contracts and procurement
  • 8 years of management experience
  • Experience in providing professional services necessary to perform acquisition, contract management and administration support services in a manner fully consistent with applicable statutes and regulations.
  • Knowledge of Federal and nonFederal acquisition processes and most of the industry standard practices used by both DoD and commercial entities, i.e.
