    About the Department:

    The Office of Contracts and Grants oversees post-award administration for NC State University. Contracts and Grants staff supports department and college Research Administrators, faculty, and staff by managing the cornerstones of Post-Award Administration including: project ID setup, deposits, invoicing, letter of credit draws, accounts receivable, financial reports to sponsors, new award/attribute review, audit coordination, prior approval requests, regulatory checklists, effort reporting and general compliance oversight.

    Essential Job Duties:

    This dynamic position combines financial expertise, regulatory compliance, and collaborative skills to contribute significantly to the university's research administration efforts.

    The Fiscal Manager at the Office of Contracts and Grants utilizes extensive expertise in GMP, CFR, Uniform Guidance, and COSO guidelines to ensure compliance with federal, state, UNC Systems, and NC State University regulations for sponsored research projects.

    This involves reviewing project expenses against agreed terms, conditions, and modifications to ensure accurate and timely invoice submissions.

    The Fiscal manager plays a key role in acquiring and preparing financial data for various documents, including financial status reports, cost share information, budget expenditures, invoice statements, and progress updates on resolving non-compliance issues. The goal is to facilitate funding, adhere to sponsored awards agreements, and address overdue payments in accordance with the Director's authorization.

    Additionally the Fiscal Manager, will oversee the post-award administration process, including reviewing new awards and collaborating with stakeholders for effective financial management. Responsibilities involve executing system-generated invoices, guiding on regulatory compliance, and preparing complex financial reports. This role extends to managing sponsor project closeouts and staying current on industry standards through professional development.

    Minimum Education and Experience:

    Bachelor's degree with 12 credit hours of accounting coursework; or Associate's degree in Accounting; or Associate's degree in Business or related discipline with 12 credit hours of accounting coursework; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.

    Other Required Qualifications:

    Ability to work in a fast-paced environment with competing deadlines, multitasking and handling diverse requests from multiple sponsors and customers are key.

    Additionally this role requires:

    • A deep understanding and application of financial principles, including GAAP, CFR, Uniform Guidance, and terms/conditions associated with grants and contracts. Operating under the COSO framework, the position involves exercising judgment for effective problem resolution and compliance.
    • Continuous professional development is essential to stay abreast of evolving regulations, standards, and procedures.
    • Excellent analytical and communication skills are necessary for identifying and resolving unprecedented problems.
    • The ability to work both independently and as part of a team with minimal supervision is crucial.
    • Proficiency in applying complex requirements and concepts to ensure compliance, utilizing computer skills for MS Word, Access, Excel, Windows, and adapting to new systems.
