- Responsible for the execution and serves as the technical focal point for the management of all contractual efforts managed in the product area or tasked from other product areas.
- Responsible for the accuracy and efficacy of all engineering artifacts required to comply with
MERCStandard Processes. - Responsible for quality, efficacy, and completeness of all deliverables and the documentation of lessons learned.
- Responsible for the timely and accurate communication of program issues, risks, and opportunities.
- Serves as the product area primary focal point to all current internal and external customers.
- Works with the Program Manager(s) to develop program plans, and requirements documentation including but not limited to; integrated master schedules, risk identification and management, and staffing plans.
- Responsible for organizing, training, and equipping all of the Software Product Area personnel.
- Serves as the senior mentor for all product area personnel.
- Responsible for personnel development including the identification of courses, conferences, or seminars that improve the personnel capability, maintain technological edge, and/or enhance product quality.
- Responsible for the management of the product area engineering and technical team.
- In coordination with the Technical Director and the Program Manager, the Chief Engineer identifies, justifies, and defends the need for additional personnel and/or Engineering Interns.
- Responsible for the identification, documentation, and implementation of new technologies, processes, and/or procedures within the product area.
- Responsible for the identification, implementation, optimization, and/or improvement of
MERCwide or Product Area specific policies and procedures. - Responsible for ensuring
MERC - Responsible for identifying all of the necessary product area personnel and material resources to the Technical Director.
- Provides capital investment requirements for the product area.
- Serves as the capture manager on contract opportunities; leads the proposal team in concert with the Director of Acquisition Strategy and the Senior Manager of Business Development.
- US Citizenship is required.
- Ability to obtain and maintain a DoD Security Clearance.
- A Ph.
- Extensive experience in the designated industry including but not limited to: aerospace, electrical, software, environmental, biomedical, mechanical, and systems engineering.
- Experience leading teams of individuals from a variety of different backgrounds and disciplines.
- Knowledge of the principles of engineering, analysis, test, and design.
- Exceptional organizational and time management skills with an obsessive attention to detail.
- Able to collaborate and bridge the communication gap between the engineering team, service technicians, business development, operations staff, and clients, interfacing with each.
- Superior budgeting and cost management abilities, assessing estimated costs early in the program and bringing the actual costs within budget.
- Possess technical acumen and the ability to troubleshoot on a variety of programs.
- CSSLP or CISSP is desired.

Job Details:
Mercer Engineering Research Center (MERC), an operating unit of Mercer University, provides high quality engineering, scientific, and technical support services to both government and private industry customers.
The Chief Engineer creates the product concept, develops the business case, leads the technical design of the product, manages the development process, and takes the product into production.
They have strong technical skills that enable them to effectively lead and coordinate the technical work of engineers, developers, logisticians, and other disciplines assigned to their projects.
Their most important responsibility is to integrate the work of the development team around a coherent and compelling vision for the product.
The Chief Engineer performs all duties and responsibilities under the supervision of the Software and Cybersecurity Technical Director in accordance with policies, procedures, protocols, and controls that govern
MERCoperations as required to execute programs successfully within the Software Product Area.
