Duties:


THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION


The primary purpose of the LOGISTICS MANAGEMENT SPECIALIST, GS-0346-9, is to function as the logistics manager of the organization and to serve as the organizational Property Book Officer (PBO) responsible for routine accomplishment and oversight of property accountability functions.


  • Plans, organizes and assigns work to employees individuals engaged in logistics and property management at the command level. Provides technical guidance and assistance to all organizational logistic personnel individuals pertaining to the accountability of all property assigned to the organization.
  • Coordinates the assignment and transfer of equipment assets to enhance mobilization readiness. Determines shortages of authorized nonexpendable equipment and directs authorized substitutes in accordance with appropriate regulations and directives.
  • Makes decisions based on the commander's guidance and intent in the area of property assignments. Provides written procedures guidance, directives and coordinates change of command and/or primary hand receipt holder inventories.
  • Plans, develops, and maintains actions/procedures for the immediate and subordinate organizations in preparation for the transfer of all or part of accountable property for deployment to include premobilization and postmobilization. Provides guidance and assistance to ensure command programs have been implemented and evaluates their effectiveness in subordinate elements.
May make additional selections within 90 days of eligible(s) issuance.

Qualifications:


LOGISTICS MANAGEMENT SPECIALIST, GS-0346-9:

Must have at least one year of specialized experience, equivalent to at least the GS-07 level, or equivalent pay band in other pay systems in the Federal government.

This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated.

Specialized experience may have been demonstrated by performing duties such as:
Serving as a consultant and authority to the Logistics Chief; Analyzes budgetary relationships and develops recommendations for budgetary actions for logistics programs and specific functions; Advises on manning and personnel assignments, changes, needs and problem areas; Reviewing the logistics division portion of classified plans for full compliance with security regulations and policies to ensure that security compromise does not exists; Controls and monitors logistics manning authorizations and personnel assignments for civilian and military personnel

  • Parttime or unpaid experience:
Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities.

To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.

Education:


Substitution of Education for Specialized Experience:


Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree.

This is an Excepted Service position. Applicants who currently hold a Competitive Service status and is offered a position with the California National Guard, will lose their Competitive Service status to become Excepted Service. Competitive Service applicants who are Career and have completed the three year service requirement permanent tenure (Block 24 reflects "1") are eligible for lifetime reinstatement rights. Competitive Service applicants who are Career Conditional and have not completed the three year service requirement (Block 24 reflects "2") are eligible for three year reinstatement rights.
