This is a Permanent Intermittent position with a maximum of 1,500 work hours authorized per calendar year.

  • The Enforcement Division's Training Section is seeking a highly motivated individual to join the Visible Emissions Evaluation (VEE) training and certification team. The VEE program trains and certifies local and State air quality enforcement staff and facility personnel as required by their permits in the use of U.S. Environmental Protection Agency Reference Method 9 (Method 9) to visually assess the opacity of emissions from stationary sources. VEE readings are used to determine stationary sources compliance of opacity limits, and when conducting standard and startup inspections and responding to complaints. This is a unique opportunity to learn not only about Method 9 and enforcement practices, but about the 35 local air districts and types of stationary sources regulated for air quality in California
  • The Air Resources Technician II assists professional staff to provide high quality customer service, technical, and logístical support to the VEE program.

This includes assisting the team as follows:
Conducting Statewide training and certifications, which includes (25%) overnight travel throughout the State, up to one week at a time

  • Proctoring VEE certification sessions of up 120 studentsMust be able to lift up to 40 lbs.
Performing and/or scheduling truck, trailer, and smoke generator maintenance, some of which includes handling chemicals and fuels, and the use of tools

  • Processing, maintaining, and auditing certification records in adherence to Method
  • Communicating (verbally and in writing) and interacting with internal and external stakeholders
  • Assisting the team in developing VEErelated course materialsDuties require participation in the DMV Pull Notice Program.

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework.

The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy.

While the CARB may support telework, some in-person attendance is also required.

  • Must be able to move/transport items weighing up to 40 pounds, with or without reasonable accommodation.
  • This position requires overnight travel throughout the State, up to 25% of the time and up to one week at a time.
