Homeless Services Center - Shelter

PT Shelter Monitor

Position Summary:


The Shelter Monitor is responsible for monitoring the activities of residents of the shelter/center and to ensure compliance with program rules and expectations.

This position is also responsible for ensuring the safety of residents and the security and sanitation of the program. The Shelter Monitor reports to the Assistant Shelter Director.


The Shelter Monitor will provide direct program support to residents and work collaboratively with Case Managers to help ensure successful completion of Individual Housing Plan (IHP).


Key Responsibilities

  • Ensure a safe, secure, and efficient facility and program 24 hours a day.
  • Ensure safety of residents and staff in fire and other emergencies.
  • Ensure resident compliance with agency policy and rules.
  • Encourage the residents' successful move to stable housing.
  • Ensure a safe and manageable living environment for shelter residents.
  • Monitor residential areas, be visible, and continuously interact with shelter residents.
  • Assist residents within limits in processing issues and problemsolving.
  • Monitor medication and consumption log in accordance with the medication policy of the program.
  • Consult with direct supervisor or supervisor onduty regarding residents' personal needs, behavior, and service planning.
  • Check for contraband in facility through general observation, room or package/purse searches per the search, contraband, and weapons protocols.
  • Follow breathalyzer/urinalysis policy as necessary
  • Supervise program activities and other programming for residents.
  • Attend staff meetings and trainings as directed.
  • Maintain visitor protocol and follow daily log procedures.
  • Follow appropriate critical incident protocol and accompanying documentation.
  • Maintain a comprehensive and accurate written record of events that occur during shifts, as well as thorough incident reports.
  • Maintain resident signin/out log as well as all other logbooks and records.
  • Collect data using the HMIS database.
  • Conduct periodic inspections of the facility and grounds through periodic rounds or CCTV monitoring to ensure security of facility.
  • Enforce periodic fire drills and perform other safety duties as directed to ensure safety of residents, including implementing emergency evacuation protocol.
  • Answer telephone and route calls or messages to appropriate staff. Respond to inperson and telephone inquiries from the public.
  • Receive, account for and secure all donations received during the shift, as well as provide donation receipts to donors upon request.
  • All other duties and projects as assigned.

Supervisory Responsibilities:


  • None.

Qualifications and Skills

  • Ability to work with persons with serious mental illness and/or substance addiction.
  • Ability to prepare written reports.
  • Ability to monitor and direct program activities efficiently.
  • Ability to consistently ensure the safety and security of program operations.
  • Proficient knowledge of Microsoft Word, Excel, and similar software.
  • Proficient knowledge of Homeless Management Information System databases.
  • Ability to communicate in both Spanish and English preferred.
  • Demonstrated ability to exercise good judgement.
  • Consistently treat all clients and staff with respect.
  • Excellent written and verbal communication skills.
  • Excellent interpersonal and organizational skills.
  • Reliable and dependable and able to handle multiple tasks and deadlines,
  • Valid driver's license.

Experience and Education Requirements

  • Bachelor's degree in Human Services or related field preferred.
  • Minimum 2 years' experience in community based social services or other related experience working with homeless adults, mentally ill, and/or substance abusers.
  • CPR/First Aid Certification must be acquired and maintained once employed.

Physical Requirements:


  • Work is performed in a shelter.
  • Must be able to lift a minimum of 30 pounds.
  • Subject to work flexible hours that may include weekends, overnights, evenings, and holidays.
  • Subject to work in a variety of weather conditions.
