Summary
This developmental engineer position is located in the Architect of the Capitol (AOC), Office of the Chief Operating Officer, Director, Utilities and Power Plant Operations, Assistant Director, Utility Distribution Division. This position is interdisciplinary and can be filled by a Mechanical Engineer, Civil Engineer, Materials Engineer, or Industrial Engineer who provides professional support for the repair and maintenance of the Capitol Power Plant (CPP) distribution system.
Duties
The incumbent serves as an advanced trainee performing a variety of developmental assignments designed to progressively develop the experience required to assume larger responsibilities in assisting the CPP and Jurisdiction customers supported by the utility distribution system.
Utility Distribution System Operations and Maintenance Coordination (35%)
As an advanced trainee, the incumbent will assist with the following engineering, utility distribution system management and project management duties:
The incumbent recommends plans for the performance of preventive maintenance, scheduled and unscheduled work and utility distribution system sustainment.
Determines and addresses short- and long-term needs, unusual problems or concerns affecting utility distribution system maintenance.
Assists with the operation and maintenance of the utility distribution system; and provides insight in determining potential energy conservation measures for the utility distribution system.
Utilizes knowledge of engineering techniques and equipment to monitor the progress of assigned maintenance and repair projects.
Utilizes a knowledge of plant- and utility-related operating functions to identify critical issues and determine how they may be resolved and accomplished and to determine CPP and Jurisdiction customer support requirements.
Ensures that project specification data is complete and valid to fulfill requirements of assigned plans and programs. Determines whether any planned components should be modified.
Maintains a baseline of the equipment inventory in support of the preventive maintenance program.
Participates in long-range planning and evaluation of work operations. Through inspections of operations and analysis of work record results, evaluates effectiveness of performance and quality of results in each area of operation.
Develops and implements a program to track recurring work, such as repetitive service calls. Provides senior engineers' guidance to building occupants for notification of recurring services and requesting unscheduled services.
Project Management (25%)
This position serves in utility distribution system operations and project management, with an emphasis on maintenance and repair projects involving existing distribution systems and infrastructure. Provides overall, life-cycle project management with responsibility to provide expertise, coordination, direction and oversight of multiple projects simultaneously at the CPP.
Assists Project Managers developing and managing multi-million dollar maintenance and repair improvement and renovation projects. Projects may include renovation, rehabilitation and alteration of utility distribution system.
Performs: (1) life-cycle project management expertise; (2) coordination and execution of project planning and programming; (3) conceptual design development; (4) construction document development; (5) construction phase activities; (6) equipment installation; (7) commissioning; and, (8) post occupancy evaluations. Responsible for the development of studies and design documents as defined in the AOC Project Mangers Manual.
Consultant/Contractor Oversight (25%)
In a development capacity, serves as Contracting Officer Technical Representative (COTR) to ensure accurate and adequate oversight of contractor performance according to contract requirements.
Performs timely inspections to ensure compliance with job specifications, quality, timeliness and budget authorizations.
Ensures that projects are effectively inspected, monitored, controlled and evaluated within timeliness, cost and performance conditions.
In a development capacity, assists with submitting information in support of the fiscal year annual report; developing annual budget requests to identify anticipated expenses of operations and maintenance activities; and developing and maintaining information required to meet energy and water conservation requirements of the agency.
Technical Advice and Guidance (15%)
Contributes to the resolution of technical difficulties that are amenable to changes in approach, criteria or requirements. Conducts evaluations or studies to develop criteria for situations encountered during field inspections.
Facilitates the resolution of project related issues and concerns. Provides leadership of the project scope, schedule and budget concerns. Provides timely and accurate responses to CPP Management's questions.
Utilizes professional expertise to develop and review: (1) technical specifications; (2) construction documents; (3) internal government cost estimates; (4) construction cost estimates; and, (5) statements of work for construction projects and professional design services. Develops and maintains progress schedules, reports and manages critical path activities including problem resolution, schedules and conducts internal team A/E meetings and follows agency best practices procedures.
