- Function Statement:


  • The overall function of this position is to serve as leadworker. This position is located in the District 07 Unit 157 of the Department of Transportation and Development and reports directly to the Lab Engineer 5. The incumbent must be selfmotivated and be able to perform duties many times with or without mínimal supervision and also be able to interpret unforeseen conditions as they may arise. The incumbent will participate in appropriate DOTD structured training programs and attend all continuing education classes and conferences deemed necessary to facilitate the performance of required tasks.
  • The incumbent is required to possess the following specialized knowledge, skills, abilities, as well as to maintain the following licensing and operate the following equipment:

  • Job Duties & Responsibilities:
  • MISSION STATEMENT: Serves as assistant to an Engineering Technician 7 in the District 07 Laboratory located in Lake Charles, Louisiana.
Is responsible for HMAC (Hot Mix Asphaltic Concrete) Plant Certifications, Asphalt Paving equipment certification, and operations in the laboratory asphalt unit as well as plant laboratory units. Incumbent may be required to perform duties in extreme conditions such as high traffic areas or asphalt plant sites. Structured training requirements must be met and maintained.

  • 50% Serves as assistant to the Engineering Technician 7 in the supervision of the laboratory testing units. Exercises functional supervision over lower level technicians by determining work assignments and giving preliminary approval/disapproval of leave. Trains, reviews, and approves work of lower level technicians. Ensures that quality of work meets with department standard and specifications. Examines test results and recommends acceptability of construction materials. Recommends solutions to technical problems occurring in the quality assurance program.
  • 20% Exercises functional supervision in the training of lower level laboratory personnel in routine and complex test procedures. Conducts specification checks on asphalt plant and roadway equipment to ensure continuing conformance to specification.
  • 20% Performs special task assignments such as HMAC plant and equipment certifications, evaluating equipment needs, making recommendations for equipment purchases, and conducting wastewater tests.
  • 5% Attends classes, seminars, and workshops. Completes all structured training requirements as required by DOTD.
  • 5% May be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities.

Qualifications:


  • MINIMUM QUALIFICATIONS:
  • Possession of a high school diploma or GED plus three years of subprofessional engineering experience.
  • SUBSTITUTIONS:
  • Six months of experience in subprofessional engineering, heavy mobile equipment operation, or mobile equipment maintenance will substitute for the high school diploma or GED.
  • College training will substitute for the required experience on the basis of thirty semester hours for one year of experience provided that six semester hours of each thirty are in one of these specialized fields: architecture, cartography, chemistry, construction management, construction technology, drafting, engineering, engineering graphics, engineering technology, geography, geology, industrial technology, landscape architecture, math, or physics.
    All specialized course work credited must be in the same specialized field. A combination of course work from different fields will not be accepted.


Full-time training in sub-professional engineering from a trade school or technical institute will substitute for the required experience on a month-for-month basis for a maximum of one year of experience.
