Description
The Assistant Vice President (AVP) for Parking & Transportation Strategy and Operations provides leadership for the planning, financial stewardship, strategy development, and operational oversight of the institution's parking, transportation, and mobility ecosystem.
This role is responsible for developing pricing strategies, conducting supply and demand analyses, leading parking and transportation financial and capital planning, and executing innovative mobility solutions that support academic, medical, clinical, residential, and event-based needs.
The AVP serves as a key advisor to senior leadership, represents the institution with external partners and transit authorities, and leads a large, workforce of employees and contractors.
This role balances data driven decision making, stakeholder engagement, and operational excellence to advance institutional priorities, access, safety, sustainability, and customer experience.
Develops and leads a comprehensive parking and transportation strategy aligned with institutional goals, campus growth, medical and clinical operations, sustainability objectives, and community partnerships.
Oversees strategy and execution for special events, high impact activities, peak demand operations, and medical/clinical parking programs.
Develops and manages pricing strategies using market benchmarking, elasticity modeling, and demand forecasting.
Conducts supply and demand analyses, utilization studies, and scenario modeling to inform policy, pricing, and capital investment decisions.
Leads comprehensive financial planning and analysis, including revenue forecasting, operating budgets, capital budgets, and debt, supported parking facilities.
Provides executive oversight of parking facility operations, maintenance, access control, enforcement, and customer service.
Leads parking facility capital projects, renovations, and expansions in collaboration with facilities, planning, and public safety partners.
Partners with UHPD to develop parking security strategies, technology investments, and safety initiatives.
Advances institutional strategy for multimodal transportation and micromobility, including coordination with transit agencies, municipalities, and regional partners.
Evaluates and implements technology solutions for parking systems, mobile payments, data analytics, and customer engagement platforms.
Leads team management, professional development, and change management while fostering a culture of accountability, service excellence, and data, informed decision making.
MQ:
Education: Requires a thorough understanding of both theoretical and practical aspects of an analytical, technical or professional discipline; or the basic knowledge of more than one professional disciplines.
Knowledge of the discipline is normally obtained through a formal, directly job-related, 4-year degree from a college or university or an equivalent in-depth specialized training program that is directly related to the type of work being performed.
Bachelor's degree in business, finance, public administration, urban planning, transportation, or a related field.Experience:
Requires a minimum of ten (10) years of directly job-related experience. Minimum of 10 years of progressively responsible leadership experience in parking, transportation, mobility services, or a comparable complex operation. Demonstrated experience with pricing strategy, financial modeling, and supply/demand analysis. Proven ability to present complex financial and strategic information to senior leadership and executive audiences. Experience leading large teams and managing external vendors or contractors.
Department is willing to accept education in lieu of experience.
