- Act as the main liaison between VTIPG and Fairfax County Department of Family Services and the Fairfax/Falls Church Children's Services Act Program regarding Child Protective Services (CPS) and Foster Care and Adoptions (FC&A).
- Successfully engage with stakeholders to make decisions that advance contract objectives while meeting university and Institute goals.
- Communicate effectively with County, state, and federal officials as needed.
- Train VTIPG team members and maintain a Policy and Procedures manual for administrative efficiency.
- Collaborate with Institute leadership and Virginia Tech faculty to keep them informed about operations.
- PhD or terminal degree in human services, public policy, or related fields.
- Knowledge of Federal policies related to child welfare.
- Research expertise in relevant topics.
- Experience in program leadership, management, and budgeting.
- Ability to create scholarly works and secure funding.
- Ability to analyze and adapt organizational processes to policy changes.
- Proficiency in computer applications for data analysis.
- Interpersonal skills for building relationships and seeking funding.
- Commitment to diversity and inclusive initiatives.

The Virginia Tech Institute for Policy and Governance (VTIPG) is looking for a Research Scientist to take charge of its collaboration with Fairfax County, Virginia, and to shape aligned work and scholarship. The Institute has a long-term partnership with the County to aid in multiple child welfare programs. The Research Scientist will need to stay up-to-date with changes in federal, state, and local legislation, policies, and regulations in this area and analyze their potential impact on the County promptly.
