The Compliance Manger is responsible for all multifamily compliance functions including organizing and directing these activities for the Portfolio and Asset Management division.

The primary responsibility of the position is to oversee all compliance related activity for the operation of the division and all associated activities pertaining to the physical and financial monitoring of the Agency's multifamily portfolio.


Requirements:


ESSENTIAL DUTIES AND RESPOSIBILITIES

  • Supports the Asset Manager(s) to ensure the multifamily projects and portfolio is operating in compliance with all agreements and current affordable housing requirements
  • Perform and implement compliance policies and procedures
  • Track compliance requirements; specifically requirements for Bonds and LIHTC
  • Conduct management and occupancy reviews to evaluate operational and management practices of the portfolio
  • Ensure Multifamily portfolio projects are in compliance with affordable housing and fair housing law and regulations
  • Responsible for ensuring that all construction sites that require DAVIS-BACON meet all Federal and local requirements.
  • Assist with the preparation for MOR reviews, LIHTC and State Agency inspections
  • Provide regular monitoring of Portfolio and Asset Management department deadlines and workflow
  • Responsible for all reporting requirements and effectively communicating with HUD, and other Agencies
  • Coordinate with outside contractors to schedule physical inspections
  • Communicate with project owners and management companies to correct physical deficiencies
  • Perform other duties as required

KNOWLEDGE AND QUALIFICATIONS:


  • Bachelor's Degree in Real Estate, Business, or another related field from an accredited university or equivalent experience is required
  • 5+ years of experience in asset management, property management and/or affordable housing programs, and compliance monitoring
  • Understanding of real estate development principles and market forces affecting rental housing construction and property management
  • Knowledge of laws governing lending and credit practices, housing finance mechanisms and underwriting techniques
  • Experience conducting property site visits/audits and dealing with property management staff
  • Knowledge of housing and affordable housing programs, guidelines and regulations
  • Ability to perform indepth financial analysis and make wellsupported recommendations
  • Must possess strong research, project management, organizational, analytical, and math/quantitative skills
  • Must be able to successfully and autonomously manage projects of a varied and complex nature
  • Excellent communication skills, both verbal and written, and ability to make presentations
  • Must possess strong working knowledge of all aspects of Microsoft Office Suite, specifically Excel
