    Purchaser IIPerform routine (journey-level) purchasing and procurement work in a public purchasing office.

    Work involves processing purchase memoranda and derivative documents that accomplish procurement and delivery of various types of commodities and services, including unusual and complex goods and services for agency facilities statewide; and preparing and/or reviewing technical specifications and complex procurement documents for a variety of goods and services.

    Work under moderate supervision, with limited latitude for the use of initiative and independent judgment.
    Purchaser IIIPerforms complex (journey-level) purchasing and procurement work for the agency.

    Work involves processing purchases and delivery of various types of commodities and services, including unusual and complex goods and services for agency facilities statewide; and preparing and/or reviewing technical specifications and complex procurement documents.

    May train others. Works under general supervision with moderate latitude for the use of initiative and independent judgment.
    Purchaser IVPerforms highly complex (senior-level) purchasing and procurement work for the agency.

    Work involves processing purchases and delivery of various types of commodities and services, including unusual and complex goods and services for agency facilities statewide; and preparing and/or reviewing technical specifications and complex procurement documents.

    Purchaser VPerforms advanced (senior-level) purchasing and procurement work for the agency.

    Work involves planning, organizing, coordinating, and preparing specification for purchasing various commodities and services, developing procurement documents for various types of commodities and services, including unusual and complex goods and services for agency facilities statewide.

    May plan, assign, and oversee the work of others. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

    The following Military Occupational Specialty codes are generally applicable to this must fully complete the summary of experience to determine if minimum qualifications are met.


    ESSENTIAL DUTIES / RESPONSIBILITIES:


    Purchaser II1.Procure goods and services on the open market.2.Prepare, review, and track procurement from requisition through all aspects of contract management and closeout.3.Correspond with other agency representatives and vendors regarding purchase requirements, delivery, and quality of merchandise.4.Audits invoices and checks for accuracy, receipt of material, and compliance with purchase orders.5.Processes receipts of purchases.6.Assists with determining operational minimum and maximum inventory levels.7.Maintains and reviews various reports, records, and files8.Support the agency Historically Underutilized Business (HUB) program promoting the utilization of HUB vendors for all procurements.9.Communicate with a wide variety of internal and external customers.10.Attend various forums, trade shows, seminars, and workshops as appropriate and assigned.

    Purchaser III11.Participates in coordination, development, and execution of staffing regarding purchasing, procurement practices, and policies12.Coordinates procurement-related meetings such as kick-off and pre-proposal meetings, and post-award conferences.13.Assists with dispute resolutions and protests.14.Conveys moderate knowledge of procurement to internal and external stakeholders regarding contract administration, policies, and procedures.15.Participates in developing and negotiating contracts.16.Assists with research and development of supporting documentation for emergency, disaster declaration, proprietary, or grant purchases to ensure compliance.17.Monitors legal and regulatory requirements pertaining to purchasing and contracting.18.Prepares and reviews solicitations and awards to verify accuracy, terminology, and specifications.19.Coordinates with Division on existing contract actions for renewals, amendments, extensions, and/or new solicitations.20.Processes assignments within established SLAs or Acquisition Schedules.21.Conducts needs assessments to determine requirements for the purchase of goods or services.22.May provide guidance to others.

    Purchaser IV23.Coordinates and facilitates procurement-related meetings such as kick-off and pre-proposal meetings, post-award conferences, team briefings, and evaluation scorings.24.Actively participates in dispute resolutions and protests.25.Conveys advanced knowledge of procurement to internal and external stakeholders regarding contract administration, policies, and procedures.26.Coordinates development and negotiation of contracts.27.Coordinates research and development of supporting documentation for emergency, disaster declaration, proprietary, or grant purchases to ensure compliance.28.May serve as a senior team member, occasionally providing direction to others.

    Purchaser V29.Coordinates, develops, and provides staff training regarding purchasing, procurement practices, and policies.30.Manages procurement-related meetings such as kick-off and pre-proposal meetings, post-award conferences, team briefings, and evaluation scorings.31.Conveys expert knowledge of procurement to internal and external stakeholders regarding contract administration, policies, and procedures.32.Manages development and negotiation of contracts.33.Gathers information and develops supporting documentation for emergency, disaster declaration, proprietary, or grant purchases to ensure compliance.34.Serves as a lead worker, often providing direction to others.35.Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.36.Perform other duties as assigned.


    Qualifications:
    GENERAL QUALIFICATIONS and


    REQUIREMENTS:
    Education - Graduation from a standard senior high school or the equivalent.

    Graduation from an accredited four (4) year college or university with major course work in business, public administration, accounting, or a related field is preferred.

    Experience -Purchaser II:One (1) year of direct procurement experience in multiple procurement methods


    Purchaser III:
    Minimum of three (3) years of experience in purchasing or contract development work. State purchasing experience preferred.


    Substitution Note:
    Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis


    Purchaser IV:
    Minimum of Four (4) years of experience in purchasing or contract development work.

    State purchasing experience preferred


    Purchaser V:
    Six (6) years of full-time purchasing, contracting or contract management. Three (3) years of direct Texas State purchasing or contracting experience preferred.

    Experience administering high dollar and highly complex purchases and facilitating procurement activities utilizing the Texas Request for Proposals (RFPs) and Request for Offers (RFOs) are preferred.

    Information technology contracting experience is preferred.


    Substitution Note:
    Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis

    Licensure and/or Certification -Purchaser II:


    Certification as a Certified Texas Contract Monitor (CTCM) is required for this position or attainment within twelve (12) months of hire and must be maintained for continued employment in this position.

    If driving is required, must possess a valid driver license from state of residence.


    Purchaser III-V:


    Certification as a Certified Texas Contract Developer (CTCD) is required for position or attainment within eleven (11) months of hire.

    Must maintain valid certification for continued employment in this position. If driving is required, must possess a valid driver license from state of residence.

    Regulatory Knowledge - Purchaser II:Specification writing for the purchasing of differing commodities, utilizing principles of accounting, computerized accounting practices, purchasing sources and market factors applicable to consumer goods related to business office operations.

    Writing specifications and evaluating bids according to State of Texas purchasing guidelines, and general business practices, policies, and procedures governing state purchasing.

    Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies, and procedures


    Purchaser III:


    Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies, and procedures.

    Knowledge of procurement regulations, policies and procedures, and community resources. Knowledge of and skill in interpreting and applying state and federal laws and regulations. Must have expert experience with IFB solicitations. Advanced experience with SPD & POD delegation process, DIR exemptions, and 1122 purchases. Moderate experience with RFO & RFP solicitations


    Purchaser IV:


    Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies, and procedures.

    Knowledge of procurement regulations, policies and procedures, and community resources. Knowledge of and skill in interpreting and applying state and federal laws and regulations.


    Purchaser V:


    Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.

    Knowledge of procurement regulations, policies and procedures, and community resources. Knowledge of and skill in interpreting and applying state and federal laws and regulations. Must have expert experience on all procurement types and methods.

    Technology - Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems.

    Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).Interpersonal Skills - Must exercise excellent interpersonal skills - position continually requires demonstrated poise, tact, diplomacy, and an ability to establish and maintain effective working/professional relationships with external and internal customers.

    Ability to effectively lead others.

    Organizational and Prioritization Skills - Must be organized, flexible, and able to effectively prioritize in a multi- demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness, or professionalism.

    Presentation/Communication Skills - Excellent verbal and written communication skills to include complex correspondence drafting, English composition, grammar, punctuation, and spelling.

    Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals. Must possess skills to effectively negotiate features of a contract.

    Analytical Reasoning/Attention to Detail - Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships, and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

    Must be skilled to effectively evaluate fiscal data for reasonableness, necessity, and conformity with contract requirements.

    Confidentiality and Protected Information - Must be able to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance, and dissemination of information.

    Safety - Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.

    Schedule and/or Remote/Telecommuting work and/or Travel - Availability for after-hour and weekend work is required.

    State of Texas Benefits and Retirement Information:
    DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.

    A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

    Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
