Duties:


This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion.

As a full performance GS-13, Security Specialist, you will:

  • Oversee the execution of Director of National Intelligence (DNI) Directives within the Intelligence complex and serve as the Department of Energy (DOE) point of contact for queries involving Sensitive Compartmented Information (SCI) access verification and certification.
  • Provide recommendations to the Specialist Security Officer (SSO) concerning the certification of proposed SCIFs within the DOE complex.
  • Develop security awareness and education program for personnel to use for security education purposes specifically focusing on the
requirements of the SCI program.

  • Provide certification of SCI and other compartmented information accesses to a wide variety of other organizations and agencies within the Intelligence Community (IC), nationwide.
  • Provide backup support for intelligence related Special Access Programs (SAPs) under the jurisdiction of the Special Security Office.

Requirements:


Conditions of Employment:


  • Must be a U.S. Citizen or National.
  • This employer participates in the eVerify program.
  • Males born after 12/31/1959 must be registered for Selective Service.
  • Subject to satisfactory security and suitability requirements.
  • May be required to successfully complete a 1year trial period.
  • This position has been designated as Special-Sensitive (High Risk) and requires a security clearance at the Q level. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.
  • In addition, the incumbent is required to obtain and maintain a Sensitive Compartmented Information (SCI) security clearance prior to entrance on duty; failure to do so may result in separation from federal service.
  • The incumbent is required to complete an initial Counterintelligence (CI) evaluation and on a recurring basis, which may include a CIscope polygraph examination.
  • This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.
  • This position is not included in a Bargaining Unit.

Qualifications:


  • Participating with inspections of Sensitive Compartmented Information (SCI) Facilities to ensure standards are being meet.
  • Reviewing personnel security actions relating to Sensitive Compartmented Information (SCI) or Restricted Data for determination of eligibility for access.
  • Assisting with security awareness briefings on the security requirements for protecting SCI material.
"Experience" refers to paid and unpaid experience.

Examples of qualifying unpaid experience may include:

volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations.

Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.
