The CalSTRS Disability & Survivor Benefits Division is seeking a motivated individual to work as a Pension Program Manager I (Specialist) on the STEP Team.


  • The Disability and Survivor Benefits (DaSB) Division is responsible for administering two of CalSTRS' core benefits. Disability Services provides benefits to CalSTRS members who, due to a disability, are unable to perform their usual duties. The Survivor Benefits Unit supports our members and their beneficiaries when they need CalSTRS the most, providing financial stability for their loved ones.
  • The STEP Unit handles the critical functions of developing and delivering training for adult learners; developing and maintaining the division's forms, letters, procedures and job aids; leading Change Management activities related to business transformation activities; and providing oversight and knowledge for systems development and enhancements for both normal business needs and the Pension Solution project.
  • Under general supervision of the Systems Training, Engagement and Projects Manager (Pension Program Manager I), the Pension Program Manager I (Specialist) serves as the Training Program Specialist and Subject Matter Expert (SME) in training strategies and project management methodologies for the Disability Services and Survivor Benefits (DaSB) Division. The incumbent performs the most complex, analytical, and consultative duties that impact the Division and is responsible for providing consultation services to DaSB leadership and other stakeholders on the development and implementation of the DaSB core curriculum, crosstraining and mentorship programs. The PPMI (Specialist) independently researches, analyzes, designs, develops, tests, evaluates, and delivers project deliverables for the support of the current and future pension systems, DaSB training program, and related processes and procedures. The incumbent has expert knowledge of the current pension administration system, extensive knowledge of the replacement pension administration system, DaSB and CalSTRS business processes, and detailed knowledge of the California Teachers' Retirement Law. This position requires a high degree of autonomy, and the ability to solve problems and make recommendations independently with little to no supervision. This position will play a key role in meeting the Pension Solution business, schedule, and budget objectives by functioning as a Training Program Specialist and DaSB Subject Matter Expert.
  • Strong organizational skills, ability to set priorities, effectively manage multiple projects, and meet deadlines within challenging and strict time constraints.
  • Extensive knowledge of CalSTRS laws and policies, disability and survivor benefits programs as well as familiarity with the current and replacement pension administration systems.
  • Ability to exercise a high degree of initiative and independence.
  • Extensive knowledge of adult learning principles and instructional design models.
  • Ability to think creatively, promote new ideas and develop new approaches to achieve established vision and strategies.
  • Demonstrated ability to analyze complex problems, draw sound conclusions and make clear and concise recommendations.
  • Strong leadership, research, and critical thinking skills.
  • Every 12 months, based on performance evaluation, employees may receive a 5% salary increase until they reach the maximum salary for the position.
  • This position may supervise staff in the future.

Telework Information:We offer a hybrid approach including in-office and remote work solutions with staff working on-site at our Headquarters in West Sacramento 2-3 days per week.
