This position is located in the District Department of Transportation (DDOT), Project Delivery Administration (PDA), Planning & Sustainability Division (PSD), Sustainable Transportation Programs Branch.
The mission of DDOT is to enhance the quality of life for District residents and visitors by ensuring that people, goods, and information move efficiently and safely with mínimal adverse impact on residents and the environment.
Works under the general direction of the Sustainable Transportation Programs Manager, who provides general administrative direction in terms of the technical requirements for this position.
Duties and Responsibilities
Assesses the operational effectiveness of the transportation system in relation to its design, capacity, and level of service and safety in school areas.
Collects and analyzes data pertaining to bicycle and pedestrian transportation system designs, traffic management, safety enforcement, transit operational requirements, and plans and designs to accommodate the needs of various modes of transportation, especially in school areas.
Analyzes and recommends solutions to school area traffic safety problems as identified by school officials, Advisory Neighborhood Commissions (ANC), community groups, technical staff and elected officials.
Prepares position papers, grant and operational proposals, letters, and reports based on technical analysis of proposed bicycle and pedestrian safety needs and requirements, especially in school areas.

Performs tasks related to the completion of activities required by the Federal Department of Transportation, Fixing America's Surface Transportation (FAST-Act) of 2015.
The activities entail (1) preparing and updating the District of Columbia State Transportation Plan; (2) preparing, coordinating and implementing federally mandated transportation management systems; (3) representing the District of Columbia Government with the Metropolitan Planning Organization (the Metropolitan Council of Governments), which involves making decisions relative to community and regional transportation programs; (4) participating in community outreach; and (5) coordinating and participating in the transportation strategic planning process.
Qualifications and Education
Specialized Experience:
Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position.
To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.
Undergraduate and Graduate Education:
Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, financial, industrial management, statistics, traffic management, transportation, motor mechanics, urban planning, geography, or other fields related to the position preferred.
Licenses and Certifications
Must possess and maintain a valid driver's license and have an acceptable driving record.
Working Conditions/Environment
Work is primarily conducted in an office setting but will also require field and system observation in accordance with all applicable safety guidelines and standards.

Collective Bargaining Unit (Non-Union): This position is not a part of a collective bargaining unit.
Position Designation:
This position is classified as an essential/emergency position under the provisions of the District Personnel Manual Chapter 12.
As such, the incumbent is required to serve in emergency situations to perform critical duties, i.e., snow removal, debris removal, transportation, shelter operations, food distribution, and communications.
These duties may be performed when the government is closed or when most employees are dismissed early. Incumbent may be required to work weekends, evenings, and in on-call situations.Employee Benefits May Include:
