GRADE: 12/ESPBC ($30.94-$51.88) Hourly Base Pay Scale for Non-Exempt Office Professionals, Clerical, and Classified Employees Represented by ESPBC Effective July 1, 2023).


DEFINITION:

Determines the eligibility of children for enrollment in Baltimore County Public Schools under the shared domicile living arrangement provision of Superintendent's Rule 5150.

Assists schools in determining eligibility for student enrollment based on residency. Assists pupil personnel workers in residency investigations. Performs other duties as assigned.


EXAMPLES OF DUTIES:

Meets with families to determine enrollment eligibility based on the location of the parent's domicile.

Conducts conferences with parents/guardians requesting enrollment of children in Baltimore County Public Schools, based on the shared domicile living arrangement provision of Superintendent's Rule 5150.


Utilizes investigative strategies and tools to verify residency which includes observations, desktop research, and contacting community stakeholders and/or other agencies to verify the residence of students.

Maintains knowledge of current rules, regulations, policies, and procedures regarding student residency.

Implements, interprets, and applies student residency rules, regulations, policies, and procedures pertaining to shared domicile living arrangements and domicile issues.

Provides consultation and advice to school personnel, parents, and others regarding student residency, shared domicile living arrangements, and domicile issues.

Works collaboratively with pupil personnel staff members, school personnel, and others.
Input and maintain accurate records on investigative findings, initial shared domiciles, and statistical data deliverables for residency.
Performs other duties as assigned.


MINIMUM QUALIFICATIONS:


Education, Training and Experience:
Possession of an associate of arts degree or the completion of 60 college credits. Four years' experience in human services, investigations, or a related field. Bachelor's degree preferred.

Knowledge, Skills, and Abilities:
Knowledge of modern office practices.
Knowledge of personal computers and software packages (e.g., _Microsoft Office Suite and Schoology)_.
Knowledge of Baltimore County Public Schools' policies and rules governing the enrollment of students.
Knowledge and demonstrated ability of strong communication skills, both oral and written.
Knowledge of the English language including grammar and spelling.
Knowledge of procedures and ability for conducting investigations aimed at verifying the residency of students and their parents/guardians.
Knowledge of and ability to maintain effective working relationships with parents, students, administrators, and other community members.
Skill and ability to maintain records and prepare reports.


PHYSICAL AND ENVIRONMENTAL CONDITIONS:

Work involves travel to homes, offices, and schools throughout Baltimore County.


CONDITIONS OF EMPLOYMENT:

Full-time; 12 months

Pre-Employment Requirements

  • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (State of Maryland, Senate Bill 315, effective October 1, 1986) completed.
