IT Applications:


As the
IT
Applications Manager (0933 Manager V), you will manage critical aspects of Civic Technology including business analysis, solution architecture, product acquisition, software development, system implementation, and support.

This pivotal role involves driving the future growth of the Applications section by curating a portfolio that aligns seamlessly with enterprise-wide organizational objectives.

This includes a mix of 'in-house' and commercial, off-the-shelf (COS) solutions tailored to meet the evolving needs of the department.

You will be working with and reporting directly to the
San Francisco Public Works Chief Information Officer (CIO).


Important and Essential Duties:

As an Applications Manager 0933, your duties may include but are not limited to the following:

  • Strategy and Management_
  • Develops, implements, and provides strategic leadership for the Application section within the IT management team.
Application Services

  • Fosters essential relationships with IT leaders, DT, DataSF, the Controller's office, and business executives to grasp business needs; ensure costeffective solutions that adapt swiftly to changing business priorities.
  • Addressing challenging technological issues, encompassing feasibility, usability, availability, scalability, and performance, while mitigating potential business risks.
  • Analyzing and determining the ideal approach for choosing between building and buying solutions based on the best strategy for expeditiously delivering robust and sustainable systems.
  • Managing complex projects and programs spanning multiple bureaus and divisions within the department, offering expert recommendations on the most effective course of action.
Supervision and Leadership

  • Develop governance processes and performance metrics, shaping the team's mission and vision to cultivate a businessfocused culture rooted in continuous improvement.
  • Manages the budget, providing cost to the budget, ensuring that projects are within budget and scope, and authorizing invoices and purchase orders.
  • Foster a collaborative environment conducive to teamwork, innovation, problemsolving, and exceptional performance through adept leadership.

Qualifications Minimum Qualifications**:


Education:

Possession of a bachelor's degree from an accredited college or university in computer science or a closely related field.

Education Substitution:

Additional qualifying experience may be substituted for up to two (2) years of the required education. One (1) year (2,000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.


Desired Qualifications

  • Master's degree in computer science or a related field.
  • Exceptional leadership skills, capable of communicating an organizational vision that inspires and motivates staff, harmonizing with IT and business strategy.
  • Experience conveying technical concepts to business leaders and translating business concepts for the team.
  • Direct experience utilizing EAM, PeopleSoft, HR Information Systems, Financial Management Systems, ServiceNow, ArcGIS, and/or commercial Record Management Systems.
  • Direct experience in data analysis using business intelligence reporting tools like SQL Server Business Intelligence, Tableau, and Power BI, yielding valuable insights for decisionmaking.
  • Experience in lifecycle technology product management from ideation to product retirement
