    Description

    Contracts & Budget Specialist

    The Contracts & Budget Specialist oversees internal and external grants for the Agency, provides guidance to staff on contract management, supports program budgets, and ensures compliance with grants and contracts. The role involves:

    • Coordinating internal contracts development and completion, training staff on contract and grant management
    • Recommending contracts for final review and approval by the Finance Administrator
    • Supporting ongoing agency-wide contracts compliance issues
    • Managing funding awards from external sources
    • Assisting with awards budget development and management
    • Conducting internal audits of contracts for compliance
    • Supporting compliance requirements set by State and Federal governments
    • Participating in program-related contracts and projects

    Minimum Qualifications

    • Eight years of progressive experience in a public or private organization
    • Associates degree or equivalent college education

    Knowledge of:

    • Early Care and Education funding sources
    • State laws, rules, and regulations
    • Contract negotiation, development, and management
    • Budget creation and monitoring
    • General accounting principles, financial recordkeeping
    • Program development and planning
    • Community resources and organizations
    • Proficiency in Microsoft Office Suite

    Ability to:

    • Establish effective relationships with professionals, staff, and partners
    • Plan and evaluate program/service delivery
    • Think proactively and solve problems
    • Communicate clearly and effectively
    • Work independently and in a team setting
    • Organize work and pay attention to detail
