    Overview

    The Vermont Department of Environmental Conservation is seeking a versatile and driven candidate to join our team as an Accessible Assistance Specialist to assist underserved and overburdened Vermonters in accessing American Rescue Plan Act (ARPA) funding through the Environmental Assistance Office's Healthy Homes Initiative. The ARPA Healthy Homes Initiative currently has around $50 million of funding that needs to be allocated by December 2024 and spent by December 2026.

    This position will focus on working with manufactured housing communities (MHCs) who have received funding through the ARPA Healthy Homes Initiative. These projects focus on providing financial assistance to complete water infrastructure upgrades and projects. Responsibilities include but are not limited to:

    • Administering the ARPA Healthy Homes Initiative, including creating program documents, forms, and outreach materials; reviewing and approving contract/grant deliverables and invoices; creating standard operating procedures; and tracking projects and performance measures
    • Updating and improving the ARPA Healthy Homes Initiative, including implementing process improvements; long-term planning; and database management
    • Serving as a contact with the public regarding the program; guiding awardees through the regulatory and grants management process
    • Working with internal programs and external partners to develop and update the program
    • Ensuring funds are being administered in compliance with rules and regulations

    The ideal candidate is self-motivated and patient, has excellent written and oral communication skills, manages time effectively and multitasks routinely, has strong organization skills, meets deadlines, and is able to work independently and as a team member with other Division and Agency staff.

    Work is accomplished primarily in a standard office setting but can require travel to various meetings or site visits, for which access to reliable transportation for in-state travel may occasionally be necessary. This work is performed under the general supervision of the ANR Healthy Homes Supervisor. Considerations for teleworking are a possibility in consultation with the supervisor.

    This position is a limited-service position, meaning that funding is approved for a term. Benefits and pay are identical to a permanent service position. The current term for the position is authorized until December 31, 2026.

Limited Service positions are established for specially funded projects or programs.

    Environmental Factors

    Duties are largely performed in an office setting; however, some field travel may be necessary for which private means of transportation must be available. Field work may involve exposure to chemicals, gases, hazardous liquid and solid waste, and construction sites during all weather conditions; and may involve traversing rough terrain and bodies of water. Some work outside of regular working hours, including attendance at public meetings, may be required. Strong differences of opinion may be encountered on a regular basis.

    Minimum Qualifications

    Master's degree or higher in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field AND one (1) or more years of experience in a natural resources field.

    OR

    Bachelor's degree in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field AND two (2) or more years of experience in a natural resources field.

    OR

    Five (5) years or more of experience in an engineering, environmental, social science, data science, or natural resources field.
