To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city's history.

This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City's complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.


  • Your Team:
  • The Division of Building and Land Development Services (BLDS) leads the agency's effort in providing architectural, engineering, environmental planning, and construction support services to the various divisions within HPD's Office of Development. The Office of Development utilizes a publicprivate partnership model and provides loans, grants and/or incentives to assist in the finance of housing development projects that will benefit low
- and moderate-income New Yorkers.

  • The Division of Building and Land Development Services is the largest division within the Office of Development with over 120 staff composed of seven units which include the Bureau of New Construction Design Review Services, the Bureau of Preservation Design Review Services, the Bureau of Engineering, the Bureau of Construction Services, Environmental Planning Unit, the Policy Unit and the Program Management Unit.
  • Your Impact:
  • As Deputy Director of Program Management for BLDS, you provide support to the Director of Program Management who oversees the Program Management Unit which provides technical support to HPD's capital projects for both new construction and preservation programs. The unit focuses on developing and implementing a framework to identify critical milestones of projects' life cycle to assure ontime and onbudget completion of affordable housing projects with various new construction and preservation projects that are in both the design and postconstruction phases.
  • Your Role:
  • The Deputy Director will collaborate with BLDS senior management, clients and external partners to assist the Director in examining and evaluating best practices and procedures, as well as develop written protocols with emphasis on efficacy.
  • Your Responsibilities:
  • Assist the Director of Program Management to lead a team who will be responsible for coordinating related activities with intra
- and inter-agency partners to ensure that these initiatives are achieved and are aligned with the agency's broader goals of enhancing compliance and enforcement functions.
  • Assist the Director of Program Management in overseeing the tracking of project progress throughout the project life cycle from preclosing through construction completion and closeout to assure adherence to critical project milestones, timelines, budgets, deliverables, and contractual requirements.
  • Assist the Director of Program Management in managing the MMR/Closings pipeline and work closely with the various units in BLDS to complete project milestones and tasks required prior to loan closing, including but not limited to, reviewing project submissions to determine completeness and readiness, coordinating with the development team and other city agencies to assure timely job filing, plan approval, and permitting, and assisting in resolving impediments that may arise.
  • Assist the Director of Program Management in managing the Completions pipeline and work with BLDS Construction Services to complete construction monitoring tasks, including collaborating with other city agencies and utility companies, such as the NYC DOB, FDNY, DEP, Con Edison, etc., to assure timely completion of inspections, signoffs, and project closeout.
