    What You'll Do in This Position

    Provide leadership, oversight and technical guidance to resolve considerably complex issues having division- and/or site-wide implications for two or more IT disciplines. Establish technical programs necessary to support state-of-the-art capabilities within IT while planning for and integrating applicable emerging technologies. Provide leadership role as a task/team leader in technical decision-making process. Makes significant contributions toward establishing IT strategic direction in two or more IT disciplines.

    Major Responsibilities

    * Applies technical experience in field of specialization or exhibit broad-based experience in multiple technical fields, and use other technical resources in SRNS to resolve complex problems
    * Leads root cause analysis for IT, communicates options for resolution and provides recommendations to technology problems
    * Reviews and oversees IT projects to ensure architectural standards and practices are followed and eliminate duplicate functionality and system capabilities
    * Acts in an advisory capacity on multi-disciplined teams as a Subject Matter expert (SME) for the department and Site
    * Establishes and recommends changes to IT policies and procedures
    * Supports cyber posture and compliance required to maintain Federal Authority to Operate for IT products and services. Ensures due diligence is performed on risk analysis and risk mitigation for technical, business, and cyber risks
    * Contributes to the development of enterprise architecture standards and policies that promote shared services, infrastructure, optimize reusability, improve integration and system interoperability
    * Audits performance of defined strategic direction to determine effectiveness
    * Remains current on multi-discipline emerging technologies and contributes to publications/professional organizations and serves as communications source for technical theories, principles, and concepts
    * Interacts with DOE-SR, DOE-HQ, oversight panels and boards as appropriate, and other external organizations on matters involving IT technical awareness
    * Identifies technical programs which can be carried out with little guidance and take the initiative to accomplish them
    * Prepare/execute plans including schedules, budgets and personnel requirements for solving major technical tasks identified by management
    * Communicate IT research results and objectives to customers, colleagues, managers, oversight groups and external publication
    * Develops innovative strategies, plans, and programs for new initiatives for the department or site
    * Protects business operations by keeping information confidential

    Security Clearance Information

    SRNS is required by DOE to conduct a pre-employment drug test and background review that includes checks of personal references, credit, criminal records, and employment history, and education verifications. Positions with SRNS may require applicants to obtain and maintain a DOE L or Q-level security clearance, which requires U.S. citizenship. Factors such as pre-employment background review results, dual citizenship status, and unpaid and/or unfiled taxes may impact your ability to obtain a security clearance. This list of factors is not exhaustive; pre-employment information and security clearance requests are reviewed on a case-by-case basis.

    Qualifications We Require

    High School Diploma, GED, or other equivalent State Credential

    Qualifications We Desire

    Operate, coordinate, and execute day-to-day cybersecurity functions, including Assessment & Authorization and all continuous monitoring (CM) activities.
    * Ability to lead a team with diverse skills to ensure the security and privacy posture is maintained for a system.
    * Expert knowledge of computing systems, interconnectivity, architecture, and maintaining security posture relative to a system with multiple technologies, e.g., servers, telephony, networking, applications, cloud.
    * Well versed in the Risk Management Framework.
    * Coordinate the identification and appointment of Project Security Officers (PSOs).
    * Directly participate in configuration management oversight activities.
    * Coordinate activities with the ISSM and security officers monthly. Disseminate programmatic requirements to all security officers within the assigned authorization boundaries.
    * Works closely with the information system owner responsible for ensuring that the appropriate operational security posture is maintained.
    * Serves as a principal advisor on all matters, technical and otherwise, involving the security of an information system.
    * Development, review, and dissemination of security procedures.
    * Conduct risk assessments, security control assessments.
    * Annual review and update of security plans.
    * Ability to learn new topics and teach them to peers.
    * CISSP, CISA, CISM, CRISC certifications preferred.
    * PMP or project management experience preferred.

    College degree in a computer related field is preferred.
    Specialized knowledge required varies with the particular technical assignment. Knowledge of such subjects as software development, database management, networks, system engineering, are typical areas in which the incumbent needs to demonstrate proficiency. Knowledge in others areas that may benefit the incumbent include Project or Program Management. Extensive hands-on experience with computers and various types of software, knowledge of SRS administrative systems, and previous assignments in facility operations and maintenance, engineering, or business related functions, such as finance, operational and/or project/program planning/project scheduling, information resources, or procurement operations, for example are highly desirable. Demonstrates leadership capabilities and regarded as an IT expert.
