Job Duties
Department of Motor Vehicles, (DMV) is looking to hire a dynamic Information Technology Category Manager within the Procurement Department. This position will be housed out of the Headquarters building in Richmond.

The incumbent in this position will oversee complex cross-business unit contracts for the Information Technology Category and appropriate sub-categories (i.e. software and hardware etc.).

They will develop and implement strategies for each category with medium spend levels, complexity, and strategic importance to optimize business efficiency to drive maximum value and maintain a deep understanding of markets, competitors, and product innovations within the categories while developing an understanding of the current category activity within the agency.

Analyze trends and dynamics of supply markets and prepare commodity-specific performance metrics & dashboards. Ensure that best practices in the sourcing process are followed. Execute the full sourcing process, which includes development of scope, supplier selection, negotiations, third-party risk acceptance, and contract execution.

Minimum Qualifications

  • Knowledge of Category Management, Procurement, Contract Management, Project Management, Information Technology and/or relative industries.
  • Strong knowledge of Category Management, Procurement, Contract Management, Project Management and/or Information Technology principles, practices, and regulations.
  • Excellent written and verbal communication skills
  • Excellent negotiation and facilitation skills.
  • Proficiency in using Microsoft software and tools.
  • Strong leadership and team management skills.
  • Strong problemsolving skills and the ability to think critically and creatively.

Additional Considerations

  • Bachelor or Master's degree in Business Administration (MBA) or a related field to position the position competencies.
  • Procurement and/or Category Manager certification (e.g., VCO, VCCO, CSCP, CPM, CPSM).
  • Experience working in public sector procurement.
  • Knowledge of Virginia procurement laws and regulations.
  • Experience managing complex IT procurement projects.
  • Demonstrated ability to achieve cost savings and efficiencies in IT procurement.
