    POSITION SUMMARY


    The Employee Compensation and Benefits Analyst provides expert support on Dayforce (HCM) Benefits and Employee Compensation modules and engages in continuous process improvement.

    Works collaboratively with City departments to ensure full system usage which may include reporting, training, and the cost-benefit assessment of other HCM modules and/or value-added services.

    Compiles statistical/historical reports, analyzes benefit vendor reports and budgets, assists in the RFP process for vendor selection, and completes other projects as assigned.

    This position has exposure to the application of collective bargaining agreements as related to compensation and benefits administration and requires the ability to manage several complex projects while meeting deadlines.

    Qualifying Requirements :


    Your City of Pittsburgh application will be reviewed and your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position.

    You will be sent an eligibility letter regarding your eligible/ineligible status.


    WORK EXPERIENCE :
    The application must clearly show two

    (2 ) years of full-time professional experience in human resources, accounting, finance or a related field. Experience using Microsoft Office applications or related software is required. Experience with HCM systems preferred.

    (Less than full-time experience will be calculated on a pro-rated basis.)

    EDUCATION/


    TRAINING :

    The application must clearly show a Bachelor's Degree from a fully accredited institution in Human Resources, Finance, Pubic Administration, or a related field.

    EQUIVALENCY :

    Education/training and/or work experience may be substituted on a year for year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position ( based on the sum of work experience and education/training listed above ).

    The Total Qualifying Requirement is six ( 6 ) years. ( See NOTE under the General Application Requirements Section above regarding the verification of education/training ).

    POSITION DUTIES


    Ensures the integrity of the compensation and benefits data housed in the City of Pittsburgh's Human Capital Management (HCM) system.


    Collaboratively works with, and provides guidance to, various other City of Pittsburgh departments to ensure full system usage which may include reporting, training, and the cost-benefit assessment of other HCM modules and/or value-added services.


    Works toward integration of data and data-systems coordinating interdepartmental efforts to manage data availability in a uniform and easily understood format which may include the creation of standardized reports.

    Proactively identifies potential problems and creates well-developed solutions for approved implementation. Conducts research and provides data to appropriate parties as requested using strong analytical and problem-solving skills.


    Manipulates, retrieves and interprets large amounts of data and reports findings in ways that are clear to recipients of the report and/or the public.

    This may include information as related to grievances, requests from the Law Department, HRCS management, other City Directors, and public inquiries.


    Establishes and maintains positive relationships with City of Pittsburgh departments and ensures the HCM Vendor Account Manager is appropriately engaged in the assessment of potential process improvement areas.

    Works collaboratively to secure effective and efficient implementation of changes.

    Performs audits on all matters relating to Benefits and Compensation administration ensuring data integrity, security and confidentiality.

    Determines best practices and solutions to complex organizational and data problems using multiple sources of research.

    Prepares, reviews and analyzes requests for proposals, contracts, professional service agreements, budgets, and fiscal information with a high degree of accuracy and the ability to develop and recommend cost containment strategies.

    Represents the department in meetings with other City departments and outside agencies (e.g., ALOM board). Regularly uses strong written and verbal skills to communicate effectively with both internal and external parties. This may include writing procedures that affect data management and workflow processes across the HRCS department.

    Prepares correspondence to City employees, management, healthcare vendors, and other communication material for presentations and distribution to City employees.

    Manages area of responsibility in strict accordance with applicable Federal, State and local laws, regulations and established policy including union agreements to ensure fair and standardized treatment of employees.
