    General Description

    The Orange County Asset Management Services Department has an opening for a HVAC Lead Technician.

    The work involves responsibility for the oversight, management, and maintenance of all HVAC systems (refrigeration, air conditioning, ventilation, and heating) for Orange County facilities.

    Work involves determining the factors that affect the heating, ventilation and cooling process and finding solutions to solve problems and to ensure system compliance is as per plans and specifications to ensure that temperature, humidity, and air quality systems are properly working to meet ASHRAE standards and County policies.


    Work is performed under the general supervision of the Facilities Maintenance Manager or Assistant AMS Director with some leeway to exercise independent judgment within the framework of applicable rules, regulations, policies, and procedures in the performance of duties.

    This position does not directly supervise staff but will direct and lead staff when necessary. Does related work as required.


    This classification requires the ability to provide on-call response to after-hours emergencies, on-call rotation, inclement weather conditions and emergency community response.


    • This is a safety sensitive position and participation in the Drug and Alcohol Program is required. Fitness for Duty Assessment required. Background Check required.

    Troubleshoots, and maintains all types of HVAC equipment including air conditioners, furnaces, humidifiers, water and air-cooled systems, chillers, and boilers within all County facilities; troubleshoots problems regarding temperature control, humidity control, airflow, etc.

    Performs emergency repairs promptly and efficiently.


    Performs standard maintenance duties to increase system efficiency such as changing filters, cleaning ducts, or refilling refrigerants and manufacturer recommendations for preventive maintenance.


    Conducts performance tests on electrical circuits, control circuits, carbon monoxide monitors and other related accessories; tests tubes and pipes for leaks and makes repairs to equipment.

    Identifies defects in components of HVAC systems and determines alternative solutions;repairs or replaces defective heaters or air conditioners.

    Installs low-voltage electrical wiring; installs, connects, and adjusts new thermostats.

    Monitors and adjusts HVAC schedules through controls system software.

    Examines blueprints to a building when updating or replacing an HVAC system.

    Oversees contractors on repairs and installations of HVAC equipment.

    Assists the Facilities Maintenance Manager and Capital Improvement Manager with priority replacement and budget needs related to HVAC systems.

    Maintains inventories, supply requests, and work orders.

    Provides technical direction and on the job training to coworkers.


    Consults with County staff on how HVAC systems operate and provides instructions on County policies and procedures related to usage.

    Ensures adherence to the department's safety rules and regulations.

    Ensures proper disposal of or recycles chemical byproducts of HVAC systems.

    Leads and organizes projects as directed.


    Uses computer applications or other automated systems such as spreadsheets, word processing, calendar, e-mail, and database software in performing work assignments.

    Thorough knowledge of the principles, purposes, and terminology and practices involved in the installation and maintenance of HVAC systems.


    Thorough knowledge of thelocal, state, and federal laws, ordinances, standards and regulations pertaining to HVAC systems, OSHA requirements and department policies and procedures.


    Through knowledge of and the ability to competently useHVAC control software (preferred Siemens Insight and carrier I-VU) to monitor and adjust temperatures and equipment.

    Good knowledge of basic construction practices and methods, and the ability to read and interpret maps and site plans.

    Skill in conducting inspections and investigating problems on HVAC systems.

    Skill in the use of tools and equipment necessary to perform the work.


    Skill in public and interpersonal relations, and the ability to communicate effectively both orally and in writing to express information and ideas clearly and concisely.

    Skill in establishing priorities and organizing work, and the ability to meet strict deadlines while maintaining accuracy.


    Ability to demonstrate sound judgment, integrity, resourcefulness, accuracy, thoroughness, and the physical condition commensurate with the demands of the position.

    Ability to recognize and analyze problems, gather relevant information, establish facts, draw valid conclusions, and make effective decisions.

    MINIMUM QUALIFICATIONS


    Possession of High School Diploma or aGeneral Educational Development (GED) test equivalency AND four (4) years of work experience with directresponsibility for the oversight, management, and maintenance of HVAC systems with demonstrated experience using HVAC control software.

    Possession of North Carolina HVAC H3 license upon hire.

    Possession ofUniversal EPA Cchlorofluorocarbon (CFC) certification to handle refrigerants upon hire.


    Knowledge of Siemens Insight and Carrier I-VU controls systems (or similar controls systems) to monitor and adjust temperatures and equipment is preferred.

    Industrial Systems Technology - HVAC certification or additional certifications in chiller or boiler system operations and maintenance is preferred.


    SPECIAL REQUIREMENTS
    Must be able to provide on-call response to after-hours emergencies, on-call rotation, inclement weather conditions and emergency community response.

    Must be dedicated tobeing on-time, working safely and team engagement.


    Possession of or ability to readily obtain a valid Driver License issued by the State of North Carolina for the type of vehicle or equipment operated.


    All offers of employment are conditional upon successful clearance of a background check, pre-employment fitness testing and pre-employment drug testing.

    Employment cannot commence until the employee has been cleared.

    May be required to obtain additional certification(s) as deemed necessary by the Facilities Maintenance Manager.

    Ability to perform medium work, exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to lift, carry, push, pull or otherwise move objects.


    Must possess the visual acuity to visually inspect parts, use measurement devices, fabricate, or assemble parts, perform extensive reading and operate a computer terminal.


    Must be able to work in close quarters, such as small, enclosed rooms, narrow passageways or confined spaces and other areas that could restrict free movement.

    Must be able to work around loud noises sufficient to require shouting in order to be heard.


    Must be able to work in areas with fieldwork hazards including moving mechanical parts, electrical current, working on high places, or uneven surfaces.

    Must be able to work in areas with respiratory hazards including fumes, gases, chemicals, dust, or dirt.

    Must be able to be exposed to hazardous materials including cleaning supplies, oil, and cutting fluids.


    Worker is subject to inside and outside environmental conditions including extreme hot and cold temperatures, atmospheric conditions (wind, rain, ice/snow and humidity) for extended periods of time during the day or night.
