Job Summary


The position is located in the Criminal Justice Coordinating Council (CJCC), an independent agency, which serves as a forum for identifying challenges and generating solutions to enhance public safety and the fair administration of justice for District of Columbia residents, visitors, victims, and justice-involved individuals.

CJCC facilitates information sharing and collaboration; conducts research and analysis; and provides training and technical assistance on behalf of its District and federal member agencies.


As the Research and Policy Director, incumbent has both internal and external responsibilities ranging from managing policy and research operations to engaging with stakeholders across the criminal justice and juvenile justice systems.

Incumbent provides expertise in criminal justice policy and in conducting research, analysis, and evaluation of criminal justice systems, policies, and procedures.

Incumbent is delegated latitude to exercise judgment in managing the policy and research operations of the CJCC and uses considerable discretion and independent judgment in the performance of duties.


Domicile Requirement
The incumbent must establish residence in the District of Columbia within 180 days of starting the position.


Duties and Responsibilities


The incumbent acts on behalf of the Executive Director to direct, manage, administer, monitor, and oversee activities to ensure the effective and successful operations of the agency's policy and research functions.

Provides leadership on agency-wide issues to the Executive Director and serves as a member of the agency leadership team.

Supervises Statistical Analysis Center (SAC) staff to include assigning, reviewing, and approving staff projects and tasks; defining milestones and deliverables; ensuring staff employ sound quantitative and qualitative methodologies for research, analysis, and evaluation projects; and reviewing and commenting on draft research and analytical products to ensure accuracy and clarity.

Provides expert judgment on the relevance and quality of alternative data sources and methodological approaches.

Identifies and capitalizes on opportunities to harness social science approaches to provide insight into CJCC priority areas and issues related to public safety and justice system operations.

Facilitates the development of data and information sharing agreements for the CJCC. Facilitates the agency's lnteragency Research Advisory Committee (IRAC).

Supervises Policy staff to include assigning, reviewing, and approving staff projects and tasks; defining milestones and deliverables; collaborating with co-chairs of CJCC committees and workgroups to set priorities and agendas; facilitating meetings, when needed; reviewing meeting summaries for accuracy and clarity; and overseeing implementation of multi-agency projects agreed upon by committee and workgroup members.


Monitors performance of SAC and Policy staff to include providing performance standards and ratings; identifying professional development opportunities; providing coaching and feedback; recommending promotions; initiating necessary disciplinary actions; and approving/disapproving leave.

Assesses SAC and Policy staffing needs and makes staff selections in concert with the Executive Serves as a technical authority on criminal justice policy, research and analysis and provides recommendations to the Executive Director and CJCC members.

Provides advisory services to internal and external entities on the development and interpretation of policy and its stages of development.

Represents the agency in external meetings with the CJCC members, Council, community organizations, and other criminal justice and public safety stakeholders.

In consultation with the Executive Director, oversees the planning and convening of webinars, summits, and conferences hosted by the CJCC.

Ensures summaries from committee meetings, webinars and information sessions, and public meetings are well-documented, and coordinates follow up regarding action items.

Contributes to the review and proposal of legislation with respect to CJCC's research and policy functions. Contributes to the agency's annual performance plan, key performance indicators, workload measures, strategic initiatives, and key accomplishments. Contributes to the preparation of the agency's annual budget with respect to research and policy functions. Contributes to the agency's procurement efforts, including reviewing Statements of Work and evaluating technical proposals and bids from vendors.

Supports executive decision-making by identifying best practices; discerning the political and community environment; understanding the dynamics and interrelationships of partners and stakeholders; and assessing the risks, benefits, strengths, and weaknesses associated with particular proposals or courses of action.

Performs other related duties as assigned.


Pay:
$119, $179,716.00 per year
