Days and Hours:

Monday - Friday 7:00am - 3:30 pm- This classification Implements and executes the Laboratory Quality Assurance Program (Quality Assurance/Quality Control) for either the Water Laboratory or Wastewater Laboratory of the Manatee County Utilities Department.

Provides technical QA guidance to all analytical areas.
Working Conditions

  • Indoor/Outdoor situation. Work may require time outdoors in a variety of weather conditions. High noise environment while performing certain responsibilities. Lifting equipment up to 50 lbs. alone; up to 100 lbs. with assistance. Regularly required to work with and around chemical agents, odors, fumes, and other hazardous materials. Work requires the ability to identify colors and odors.
    Essential Functions

  • Prepares for regulatory agency audits and escorts auditors through laboratory. Prepares audit responses and works with Laboratory Manager to implement corrective actions. Recommends resolutions for ongoing or recurring nonconformance within laboratory and helps implement proper corrective action.
  • Conducts internal laboratory analytical and safety audits and reviews responses to identify issues. Conducts QA and safety training and maintains training files on all laboratory personnel.
  • Maintains current knowledge of NELAC/NELAP accreditation requirements. Ensures appropriate documentation is in place and staff is properly trained.
  • Assists in implementation, oversight, and maintenance of the Laboratory Information Management System. Reviews data and generates control charts and control limits for all analyses.
  • Writes, reviews, and approves laboratory Standard Operating Procedures (SOP's).
  • Prepares standard solutions for laboratory and plant control testing labs.

Performs 2nd level review of analyst generated data and subcontract laboratory data.- Performs other related work (including weather or other extreme emergency duties) as required.


Minimum Qualifications:


  • Bachelor's degree in biology, microbiology, chemistry, environmental science, or engineering.
  • Two (2) or more years of experience performing QA/QC work in a wastewater or drinking water laboratory setting.
  • Valid driver license required, with valid Florida driver license required within 30 days of hire.
  • A comparable combination of education, training, and work experience, which provides the requisite knowledge, skills, and abilities for this position, may be substituted for the minimum qualifications

Knowledge, Skills, and Abilities:

Good knowledge and understanding of TNI standards for certified environmental laboratories.

  • Good knowledge and understanding of QA/QC laboratory requirements, programs, procedures and methodologies.
  • Good knowledge and understanding of modern testing procedures and specialized equipment used in drinking water or wastewater analysis.
  • Good knowledge and understanding of occupational safety and health rules, precautions, procedures, and safety equipment required for work with environmental samples and laboratory chemicals.
  • Ability to prepare primary and secondary standards with precision and accuracy.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to communicate clearly, effectively, and tactfully, orally and in writing.
  • Ability to prepare appropriate training materials, effectively train others, and maintain pertinent files and records.
