    ContinuousSummary Under direction, supervises professional and technical employees in the development, design, construction and maintenance of public works projects.

    Duties and Responsibilities Prepares technical reports and reviews comments regarding engineering studies, construction plans and specifications; conducts field investigations to evaluate engineering problems and recommends solutionsReviews plans, studies, reports, and permits for compliance with the appropriate code and engineering design standardsReviews design plans, project specifications and cost estimates; attends review meetings and identifies and solves design problemsCoordinates development of project designs with contractors, utility companies, land owner, developers, governmental agencies and the general publicProvides information regarding drainage/flood plain issues, roadway plans, traffic studies/warrants and subdivision platting to County personnel and the general publicAdvises other Public Works sections on matters related to technical engineering issuesEvaluates traffic signals, traffic detection systems, street lighting, school flashers, traffic signs, pavement markings, traffic data collection and traffic safety through communication/interaction with various entities (i.e., the public, the Police Departments, other Bexar County Departments, Municipalities, TxDOT & etc.).Supervise traffic program and project development for all traffic modes, neighborhood/arterial traffic operations, high collision analysis, traffic operations, investigation and implementation activities, and traffic project design delivery.

    Recommends and monitors contractors/consultants assigned to installation/maintenance of traffic signals, traffic video systems, street lighting, school flashers, traffic signs, pavement markings, and traffic data collection.

    May require the need to respond to emergency situations (i.e., traffic signal malfunctions, traffic video system malfunctions, street lighting malfunctions, school flasher malfunctions, traffic sign repairs and maintenance, pavement marking removal and installation after hours/weekends).

    Assists with the preparation of the division budgetPerforms related duties as required Minimum Qualifications Graduation from an accredited college or university with a Bachelor's Degree in Civil Engineering or closely related engineering discipline, and four (4) years' practical engineering experience including two (2) years' civil engineering experience; or an equivalent combination of education and experienceMust be a Licensed Professional Engineer in the State of Texas or obtain within the first six months of employmentMust have a valid Class C Texas driver's licenseConsiderable knowledge of civil engineering practices and procedures involving traffic, roadway and bridge plan design and /or flood plain management Skill in managing multiple projects simultaneouslyAbility to supervise technical and skilled employees; ability to communicate effectively, both verbally and in writing; ability to operate personal computer, peripherals, cellular phone and basic office equipment; ability to establish and maintain effective working relationships with co-workers, County employees, Elected/Appointed Officials, outside agencies, the news media and the publicMust secure and maintain a favorable background investigation and clearanceMust clear a pre-employment physical and a pre-employment drug screen testMay be required to work more than 40 hours during the workweek Working Environment and
