    Position Specifics:

    This position is a supervisor position within the investigations section of the Regulatory Division. Experience in alcohol, tobacco and medical marijuana compliance and enforcement techniques. Strong communication and presentation skills. Knowledge of DFA Regulatory Division Policy and Procedure. 5 years of law enforcement supervisor experience. Some fiscal management duties.

    Statewide travel with on-call status is required. This is a statewide residence eligible position.

    Summary

    The DFA Regulatory Branch Supervisor is responsible for overseeing all activities performed within the DFA Regulatory branch. This position is governed by state and federal laws and agency policy.

    Functions

    Directs and coordinates agency activities by supervising a small to medium sized staff of DFA Regulatory Enforcement Agents. Supervisory duties include, but are not limited to, assigning, and reviewing work, evaluating the performance of incumbents, reviewing, and approving evaluations, administering discipline, investigating, and resolving employee complaints or grievances, and scheduling and overseeing training and certification. Formulates and directs operational work initiatives based on agency mission. Develops and implements effective regulatory compliance strategies to ensure adherence to all relevant laws and rules. Assures compliance with agency priorities, agency policy and procedures, and federal and state law. Collaborates with other internal divisions to ensure alignment of regulatory compliance efforts with agency objective and goals. Serves on department work teams to plan and implement operational initiatives. Participates in development of department administrative, financial, human resources, and information technology policy and procedures. Monitors and evaluates administrative and financial operations. Investigates complaints and incidents related to regulatory compliance and implements appropriate corrective and preventive measures. Responds to audit requests. Represents the agency at meetings inside department and externally. Acts as an external point of contact for permitted businesses, outside law enforcement agencies and public organizations. Provides support for the Enforcement Director and implements Directors initiatives. Performs other duties as assigned.

    Dimensions

    Shift work involving irregular working hours, to include holidays and weekends, is occasionally required. Carrying and use a firearm while on duty and frequent travel within assigned area is required.

    Knowledge, Skills and Abilities

    Knowledge of state and federal tobacco and alcohol laws and rules. Knowledge of the principles, methods, and practices of public administration and program development. Knowledge of organizational management, financial, and budget processes. Ability to plan, coordinate and evaluate administrative and law enforcement activities of multiple work units engaged in a broad range of functions. Knowledge of law enforcement operating standards and procedures. Knowledge of law enforcement administration. Knowledge of surveillance and investigative techniques. Ability to perform investigations and make arrests. Ability to secure and document evidence of crimes and civil violations. Ability to prepare and present oral and written information and reports. Ability to qualify with a firearm as required by agency regulations, policies, and procedures. Ability to operate a motor vehicle.

    Minimum Qualifications

    The formal education equivalent of a bachelors degree in criminal justice, public administration, finance, business administration or related field; plus, five years of progressively more responsible experience in public or law enforcement sector administration, including two years in a supervisory capacity.

    Licenses

    Must be certified as a Basic, General, Intermediate, Advanced, or Senior Law Enforcement Officer by the Commission on Law Enforcement Standards and Training in accordance with ACA through Must possess a valid Arkansas drivers license. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.
