    Description

    Under the general supervision of the Public Works & Utilities Director, performs responsible management, education and public relations work in planning, developing and implementing the City's environmental outreach programs; managing and administering the City's sanitation ordinance and service contract; and in marketing and providing public relations for the water, wastewater, reuse, stormwater, and solid waste/recycling programs. Incumbent has latitude and independence within established policy and program guidelines. Work is reviewed through observation, conferences, reports, and results obtained. Performs other work as required.
    Examples of Duties
    • Oversees the environmental stewardship educational programs including school programs, summer camp programs, poster contests, and ECO Schools. Work can include special presentations at City Council meetings. Continuously refines and revamps the contents and breadth of the program to include overall environmental stewardship.
    • Works with teams from other organizations and departments to plan and implement large special events throughout the year including Indian River Lagoon Day, Florida Friendly Landscaping Seminar, Trash Bash and Earth Day/Arbor Day.
    • Writes stories, takes photographs, compiles information and publishes the Public Works & Utilities Department's monthly newsletter report, quarterly conservation newsletter, and items for the city manager's weekly report.
    • Produces and disseminates to City's water customers the annual Consumer Confidence Report detailing the quality of the City's water.
    • Serves as staff liaison to the City's Beautification & Energy Efficiency Board, planning monthly agendas and attending meetings, performing special projects, editing minutes, and other duties for the board.
    • Provides public information for special utilities programs such as temporary changes to disinfection method, lead and copper testing, and water reporting violations.
    • Prepares and disseminates precautionary boil water notices to various groups and posts to the City's website, when PIO is unavailable. For large-scale events, issues CodeRed (reverse 911) alerts.
    • Oversees solid waste and recycling franchise agreement, answering service contract and CodeRed emergency alert contract.
    • Oversees the disaster debris collection and monitoring contracts. Establishes pre-authorization of debris management sites through FDEP and conducts annual coordination meeting with contractors and key staff at the start of hurricane season. When contracts are activated, assists contractors in determining debris quantity estimates. Prepares notices to proceed, task orders, and works with the city attorney's office to prepare rights-of-entry agreements for gated communities. Works with contractors to prepare zones for debris collection and participates in daily coordination meetings. Works with the City's PIO for public information and with the GIS team for online real-time debris collection completion maps.
    • Serves on the Keep Brevard Beautiful South Action Team and on the board, involved in numerous special projects with the organization. Involved in various other committees including the Brevard Resilience Interagency Collaborative and the Brevard Sustainability Working Group.
    • Works with other agencies on various water conservation programs and projects. Acts as a liaison with state and local agencies. Corresponds with regulatory agencies in person, by telephone and in writing.
    • In coordination with the City's PIO, plans, develops and implements website content and social media posts promoting the Public Works & Utilities Department and educating the pubic about water conservation, water quality, recycling and other environmental issues and programs.
    • Plans, develops, writes, produces and disseminates written water conservation and water, wastewater, reuse, stormwater, and recycling/solid waste brochures, newsletters, news releases, articles and literature.
    • Develops and administers special programs, such as the toilet rebate, rain barrel and composter rebate programs, provides reporting and works to obtain grant-funding assistance.
    • Works with representatives from other utilities in Brevard County to plan and implement countywide outreach and education programs.
    • Supervises and provides instruction to staff.
    • Develops, prepares and coordinates contractual documents and reports pertinent to recycling and solid waste contract.
    • Prepares annual budget, projects annual costs of programs and changes, prepares related reports as required.
    • Responds to solid waste service requests, public inquiries and complaints.
    • Speaks to business/civic/homeowner groups, City personnel and/or the public on water conservation, recycling, and environmental protection, and coordinates scheduling of City personnel for other public works and utilities speaking engagements.
    • Periodically compiles and prepares technical data on operational activities.
    • Utilizes computerized data entry equipment and various word processing, desktop publishing, presentation, spreadsheet, database and/or file maintenance programs to enter, store, present and/or retrieve information as necessary.
    • Selects and purchases materials and equipment for the division's activities.
    • Monitors City ordinances regarding water conservation, solid waste/recycling, reuse and irrigation.
    Minimum Qualifications
    • Bachelor's Degree in journalism, marketing, public relations, public administration or related field;
    • Supplemented by at least five years of experience in local government and/or public or private sector communications, marketing work, public speaking, and development of educational and conservation programs.
    • Personal computer literacy (word processing, database, spreadsheet, desktop publishing, presentation, web publishing) is required.
    • Excellent communication skills, oral and written, are required.
    Licenses, Certifications or Registrations:
    • Must possess a valid State of Florida driver's license. Applicants who possess a valid out of state driver's license must obtain the Florida driver's license within 10 days of employment.
    Knowledge, Skills and Abilities
    • Ability to plan, design, coordinate, present and evaluate environmental education programs and related activities.
    • Ability to communicate clearly and effectively, both orally and in writing.
    • Ability to learn, remember and comprehend simple and complex tasks that pertain to this position.
    • Ability to speak before groups, television cameras, radio microphones and newspaper reporters.
    • Ability to deal with public relations situations courteously and tactfully.
    • Knowledge of K-12 childhood education techniques.
    • Ability to establish and maintain effective working relationship with personnel in other departments, agencies and in the public.
    • Knowledge of available techniques, policies and procedures of water conservation.
    • Ability to read, interpret and apply related ordinances.
    • Skills in developing effective presentations for variety of age groups.
    • Ability to coordinate activities with other agencies and/or departments.
    • Ability to operate a variety of office equipment including a computer, digital camera, LCD projector and other audio/visual playback equipment, printer, copier, calculator, and telephone.
    • Ability to hear and understand conversations spoken in English.
    • Ability to operate a motor vehicle.
    • Ability to sit, stand and walk for extended periods of time without rest.
    • Ability to kneel, bend or squat periodically during a working day.
    • Ability to read, write and comprehend on an advanced level.
    • Ability to load and unload boxes weighing 50 lbs.
    • Ability to lift and carry items weighing up to 25 lbs. Ability to climb stairs while carrying equipment.
    • Ability to work in uncomfortable environmental conditions such as dust, heat and humidity.
    • Ability to communicate with a variety of age groups from kindergarten children to senior citizens.
