SUPPLEMENTAL QUALIFICATION REQUIREMENTS
  • DISTRICT TRAFFIC EXPERT
Three (3) years of experience in a traffic related field, such as signs, stripping, or signals.

  • The incumbent is required to possess the following specialized knowledge, skills, abilities, as well as to maintain the following licensing and operate the following equipment:
  • Required License: Louisiana Class "E"
  • Drug Testing required: N/A
  • Types of equipment used for the job: May be required to use desktop computer, laptop computer, distance meter, radar speed gun, retroreflectometer, cell phone, volume traffic counters, manual movement counters, and traffic camera.
  • Job Duties & Responsibilities:
  • 25% Oversees and assist in data collection needed for traffic studies such as traffic counts, manual counts, site distances, and all other field data required by the Assistant District Traffic & Operations Engineer. Exercises functional supervision over lower level technician(s) engaged in analyzing crash data, preparing collision diagrams, and compiling crash data for traffic safety engineering activities in District 07 (Allen Beauregard, Calcasieu, Cameron, and Jefferson Davis)> Reviews work to ensure completeness and accuracy. Exercises independent judgment in the interpretation of traffic data such as inconclusive or conflicting police and witness statements. Analyzes data and makes recommendations to the Assistant District Traffic Engineer as to the appropriate traffic control remedial measures.
  • Maintains an accurate inventory of all traffic recording devices; ensures that appropriate maintenance is performed to keep equipment in proper working order. This task requires a comprehensive understanding of the manufactured components and operational methods of these devices.
  • Prepares and/or reviews traffic control plans in accordance with DOTD Temporary Traffic Control (TTC) plan sheets and the guidelines set forth in the Manual on Uniform Traffic Control Devices.
  • Enforcement of the Federal Highway Beautification Act (Title 23, Ch 1, United States Code 131) rests with the Department of Transportation and Development through the provisions of Louisiana Revised Statute 48:461. This law relates to the control of outdoor advertising, signs, and junkyards along the interstate and other primary roadways. The program is administered by the District Traffic Engineering Offices of DOTD.
  • Assist in the Interstate Logo Signing Program by reviewing site plans, making recommendations for the placement or relocation of logo signs. Note, the District's current Interstate Logo Signing Program is managed and administered by others.
  • 20% Analyzes information gathered and recommends traffic control and capacity improvements in accordance with applicable State laws, Department procedures as defined in the Engineering Directives and Standards Manuals, the Manual on Uniform Traffic Control Devices, and the Highway Capacity Manual.
  • Uses TAS (traffic Analysis Software) to prepare reports for the review of the District Traffic Engineer. These reports may be/are used by State and/or local police in determining fault in traffic crashes on state maintained highways.
  • Determine appropriate speed limits, advisory speeds for curves, proper roadway signing, and roadway striping on state maintained highways. Lay out striping and determine striping quantities for construction projects. Advise and/or supervise other agency staff such as electricians with signal installations and modifications, striping crews with roadway striping, and sign crews with proper signage installations or other traffic control devices.
  • 10% Receives and responds to traffic related inquiries and requests from the general public under the direction of the Assistant District Traffic & Operations Engineer. Responds to these requests by using an extensive knowledge of Department standards and policies to provide the information requested in accordance with Department policies and procedures.
  • 10% Inspects newly installed traffic signs and signals to ensure compliance with the current Louisiana Standard Specification for Roads and Bridges publication, project plans, and contract documents. Notifies legal section of problems or nonconformance; recommends corrective action.
  • 5% Oversees and assist in maintaining current and historical records of traffic signs and signals, speed limits, pavement marking, etc. Records are maintained in TAS database. These records are essential in both ensuring correct work force implementations of traffic control device plans and for legal matters such as damage claims involving the Department.
