The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine.

We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike.

Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners.

HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.


This position will be in support of the Facilities Department located at the Uniformed Services University (USU) in Bethesda, Maryland.

HJF provides scientific, technical and programmatic support services to the Facilities Department.


HJF is seeking a
Construction Project Manager to ensure assigned construction projects are executed on schedule, and all related activities are completed at the lowest possible cost and best quality.

The design and construction program ranges from major laboratory renovations to minor interior renovations. This is a single level position within the Engineering series.


Responsibilities:


Responsibilities

  • Assumes the lead role in project management. Attends all inspections of the project.
  • Represents the programs in preconstruction activities and weekly project progress meetings. Coordinates and schedules ongoing and postconstruction training opportunities for the program.
  • Drafts and recommends procedures and practices for managing and coordinating the construction process, including but not limited to the accounting of expenditures, change orders, and waivers for implementation with USU Leadership approval.
  • Maintains accurate and comprehensive records on all assigned projects; conducts thorough reviews of construction plans and specifications; develops cost estimates as needed.
  • Develops, prepares, and maintains detailed project reports.
  • Collaborates with relevant offices to develop construction documents.
  • May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.

Supervisory Responsibilities

Assigned Lead: May recommend the following: employee hiring, disciplinary action, and starting salaries; provide input on employee performance evaluations.


Qualifications:

Required Knowledge, Skills and Abilities

  • Capacity to manage and prioritize multiple projects concurrently and provide outstanding communication with the site's Facilities.
  • Adaptable to change and consistently champion new initiatives.
  • Strong sense of urgency and work well under pressure in a collaborative team environment.
  • Understanding of contract administration, including but not limited to AIA contract, Construction Manager contract, and prime contractor contracts.
  • Understanding of construction project management, principles, and techniques, including construction timeline charting and managing changes brought about by early, on time, or delayed activities.
  • Understanding of construction documents, plans, and specifications.
  • Ability to conduct business in a professional manner and communicate effectively, including public speaking and composing business correspondence.
  • Understanding of records management.
  • A mechanical engineer with experience in construction is preferred

Education and Experience

  • Bachelor's degree in construction management, Architecture, Engineering, Planning, School Business Management, or related field is preferred.
  • Minimum of 68 years' experience required.

Work Environment

  • This position will take place primarily in an office, laboratory, clinic and/or hospital setting.

Physical Capabilities

  • Lifting: Requires lifting materials up to 25 lbs.
  • Ability to stand or sit at a computer for prolonged periods.
  • Ability to climb, pull, and lift heavy objects.
  • Operating motor vehicles, machinery, and/or power tools.

Security Requirement Ability to obtain and maintain a T1 Public Trust background investigation.
