- Manages the City of Flint's transportation, construction and design processes associated with the timely delivery of completed projects. The City Engineer is the engineer of record for the City of Flint's construction projects.
- Conducts field inspections to monitor progress on projects and performs studies of engineering and/or transportation inter-divisional related activities.
- Manages and supervises all aspects involved in the delivery of the City of Flint's construction projects.
- Conducts meetings with the general public and business agencies concerning upcoming construction projects.
- Oversees vendors providing technical and engineering services. Monitors and approves budgets and billings associated with these services.
- Manages business processes associated with the development of current and future projects.
- Ensures that road and bridge projects are completed on time and are within design and fiscal scope.
- Reviews and resolves complex issues associated with commercial and residential permits.
- Understand and pursue both private and State funding opportunities to solve tactical transportation issues within the City of Flint, including the utilization of M.D.O.T. funding sources.
- Coordinates, assigns and trains staff to maximize the delivery of City services.
- Identifies training opportunities and trains staff in multi-disciplinary skills to ensure cross-functionality.
- Enhances technology use and understanding by the City of Flint engineering staff.
- Initiates and maintains contact with contract agencies, City, State, MPO and rural task forces. Jointly resolves transportation issues.
- Continually strives to improve the "image" of the City of Flint by proactively meeting the operational needs of external customers while creating a good working relationship with internal and external customers.
- Explains impact(s) of planned construction projects and resolves traffic concerns.
- Measures products and internal performances of the Engineering Department.
- Bachelor of Science Degree in Civil Engineering from an accredited college.
- Five (5) years of full-time paid administrative and professional experience in the practice of civil engineering including responsibility for planning and directing complex civil engineering projects, two (2) years of which must have been in a supervisory position.
- At least two (2) years of the above experience must have been in developing and managing projects such as street and traffic engineering maintenance and improvements to other types of government facilities.

DESCRIPTION
GENERAL STATEMENT OF DUTIES:
Manages and coordinates the activities of professional engineering design and construction staff in the implementation of municipal construction and maintenance programs as related to master plans. Coordinates and administers construction and design business processes while maintaining alignment with the Metropolitan Planning Organization along with State and Local Agencies. This position supervises employees with multi-disciplinary skills who are represented by different labor contracts. The City Engineer is charged with meeting deadlines and resolving complex issues to ensure the successful implementation and timely completion of projects.
SUPERVISION RECEIVED:
Works under the general supervision of the Director of Public Works who reviews work for effectiveness through conferences and reports.
SUPERVISION EXERCISED:
Exercises supervision over the Engineering Division and a number of related Transportation divisional employees engaged in various phases of engineering and technical related activities.
DUTIES AND RESPONSIBILITIES
Possession and maintenance of a valid State of Michigan driver's license.
Possession of a Certificate or Registration as a professional engineer issued by the Michigan State Board of Registration.
SUPPLEMENTAL INFORMATION
While performing the duties of this job, the employee regularly works in outside weather conditions and regularly is exposed to traffic (light or heavy) on foot while performing pavement markings and sign locations on new pavement. The employee is regularly exposed to inclimate conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration. The employee is regularly required to reach with hands and arms and is required to stand and walk on uneven terrain including climbing up and down roadway slopes during grade inspections; climbing under bridges, over water, wading in water to prove footings, etc.; use hands to finger, handle, feel or operate objects, tools, or controls. The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch, or crawl; and talk or hear.
The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, and the ability to adjust focus. Specific physical requirements require good physical condition and agility.
