    Job Overview

    Supervises a team of Electronics Technicians responsible for technical and administrative work in the installation, maintenance, troubleshooting, repair and upgrade of diversified electronic equipment in water and wastewater treatment plants, pump stations, and reclaimed water operations.

    Salary

    $56,305 - $104,020

    Ideal Candidate

    The ideal candidate would have prior supervisory experience as well as experience in the best practices and procedures that support the duties, responsibilities, and skill sets required of an Industrial Instrumentation and Controls Technician. This position supervises a group of highly skilled and trained technicians in the everyday repair, maintenance, installation, inspection, troubleshooting, testing, and calibration of electronic devices used in water, wastewater, reclaim and distribution systems across all of Hillsborough County. Candidate should have experience with and ability to teach and train subordinate staff to work on, but not limited to the following; motor starters, motor controls, VFDs, electronic controlling devices, measurement devices, transmitters, testing and diagnostic equipment, level devices, flow instruments, PLCs, soft starters, pressure devices, radar/sonar electronics, programming software, probes, multi-meters, analyzers, probes, server equipment, metering/dosing equipment, HMI/OIT stations, radio communications, air/pressure systems, etc., This candidate should have advanced knowledge of and be able to coach staff on how to troubleshoot any of the above listed equipment as well as know the predictive and preventative maintenance tasks that are associated with the equipment usually found in an industrial water/wastewater facility. Candidate would possess at least a CCST Level 1 certification and have knowledge of the local, state, and federal electronic compliance regulations as applicable to our industry. Candidate would function as a highly self-motivated supervisor who keeps his team engaged while keeping his chain of command informed. Candidate would have no issues completing necessary paperwork associated with the position as well as being able to time manage themselves and staff while communicating regularly with staff to determine resource needs and assigning work tasks to subordinates as needed. Candidate would have advanced understanding of schematics, prints, diagrams, ladder logic, programming, etc., that are in line with the electronic field. Candidate would also have advanced knowledge of systems like SCADA and the respective applications and the ability to effectively carry out recruiting, development, training, disciplinary actions, and evaluation procedures of subordinate staff accordingly.

  • Duties and Responsibilities

Depending on assigned area of responsibility, incumbents in the position may perform some or all the activities described below.

  • Supervises a team of Electronic Technicians in the installation, testing, modification, maintenance, inspection, calibration, troubleshooting, and repair of diverse electronic equipment and associated sub-assemblies used in the operation of wastewater and water plants and pumping stations to ensure continuity of operations.
  • Responsible for the development and implementation of corrective, preventive, and predictive maintenance actions for the Plant Electronics area.
  • Analyzes performance reports to determine program effectiveness and recommends appropriate program adjustments to management.
  • Monitors electronic equipment repairs for progress and conformance to specifications and standards.
  • Communicates regularly with staff to determine resource needs. Assigns work tasks to subordinates and establishes guidelines for staff training, evaluation, scheduling, discipline, and feedback.
  • Determines requirements for staff certification and licensing requirements and ensures these are maintained and updated as required.
  • Provides for and arranges training and technical guidance for the electronic staff, ensuring that all Electronics Technicians have the most up to date knowledge of installed equipment, maximizing their effectiveness as a team.
  • Provides cross training to staff to increase operational efficiency.
  • Reviews and ensures that procedures and guidelines with environmental, health, and safety are in compliance with all Section, County, State and Federal guidelines.
  • Directs and performs quality control inspections to insure adherence to industry maintenance standards.
  • Inspects work sites to insure safety standards and that all equipment, tools and supplies are used in a safe and efficient manner; Administers work safety program.
  • Coordinates with internal and external customers using appropriate points of contact. Reviews and manages contracts pertaining to electronics maintenance and equipment.
  • Coordinates special projects with participating groups to insure successful job accomplishment.
  • Maintains records, to include project development, equipment utilization, maintenance scheduling and repair costs to provide comprehensive evaluation data of work progress and completion.
  • Identifies resource and inventory needs for the electronics maintenance and repair program and makes technical recommendations for subsequent purchases and contract implementations.
  • Provides expense and other cost input for budget development.
  • Provides consultation to customers on matters relating to Plant Electronics area.

  • Job Specifications

  • Knowledge of electronics technology and the function and operation of electronic controlling, measuring, recording, transmitting, testing, and diagnostics including applicable laws and regulations governing licensing and use of electronics equipment.
  • Knowledge of control circuitry for pumps, motors, generators, along with loop diagrams and circuitry.
  • Knowledge of water and wastewater treatment as well as DEP rules and regulations related to water, wastewater and reclaimed water treatment operations.
  • Knowledge of SCADA systems and their applications.
  • Skill in the use of electronic testing, diagnostic and repair tools and equipment.
  • Ability to detect, analyze and repair malfunctions on electronic equipment.
  • Ability to read and understand electronic diagrams, drawings, blueprints, and schematics.
  • Ability to perform complex mathematical calculations, evaluate data and interpret results.
  • Ability to recognize and identify deficiencies within the system and take appropriate corrective actions.
  • Ability to plan, organize and supervise the work of others, and to prioritize work among multiple facilities and teams.
  • Ability to effectively recruit, select, develop and retain competent staff.
  • Ability to train, assess and evaluate performance.
  • Ability to work effectively with others.
  • Physical Requirements

  • The employee is occasionally required to sit; climb or balance; and stoop, kneel, crouch or crawl.
  • Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

    Light work - Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.     Minimum Qualifications Required

  • Associate's or higher degree from an accredited college or university with a concentration in an Electronics Technology field; AND
  • Four years of experience in the installation, maintenance and repair of electronic equipment of which 2 years must have been in a team lead or similar role overseeing work of other employees, and providing guidance and training to other employees; OR
  • An equivalent combination of education (not less than a high school diploma/GED), training, and experience that would reasonably be expected to provide the job-related competencies noted above.
  • Emergency Management Responsibilities

    In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee's department, the County's Office of Emergency Management, or County Administration. Such assignments may be for before, during or after the emergency/disaster.
