LOCATION OF POSITION:

MDH Carroll County Health Department

Westminster, MD 21157


Main Purpose of Job:

The main purpose of this position is to manage all procurements for the agency, including equipment, services, goods, supplies, information technology, and other needs.

This position will handle procurements through competitive, negotiated, and other procurement methods. This position will also be responsible for managing contracts related to these procurements.

This position will also provide the agency with procurement interpretation, instruction, guidance, and assistance in accordance with state and county laws and regulations.


MINIMUM QUALIFICATIONS:


Experience:

Six years of experience, two years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions and an additional four years of professional contract management experience or professional procurement experience.

DESIRED OR PREFERRED QUALIFICATIONS:


  • Experience in procurement in a governmental agency.
  • Experience in vendor management and auditing.
  • Experience writing and monitoring contracts.
  • Experience writing and conducting pre-bid/proposals, site visits, and conferences for advertised solicitations.
  • Certification as a Certified Maryland Procurement Officer (CMPO).
  • Certification as a Certified Professional Public Buyer (CPPB).

LICENSES, REGISTRATIONS AND CERTIFICATIONS:


  • Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
  • Employees in this classification who have not done so already must obtain and possess certification as a Procurement Professional from the Maryland Department of General Services within one year of appointment.
