Definition

Under the direction of the Deputy Director of Grants and Special Programs, the Homeless Services Manager is responsible for the oversight of the functions and activities aimed at providing support and resources to individuals experiencing homelessness.

Distinguishing Characteristics

The Homeless Services Manager at Kern Health Systems (KHS) is a full-time salaried who is responsible for the development and coordination of homeless services in partnership with other community-based organizations.

Essential Functions

  • Professional, ethical, and respectable representation of KHS to the community, including providers and community partnerships.
  • Develop and maintain effective collaborative relationships with other governmental entities, local businesses, nonprofits and community groups in order to coordinate and deliver strategies to end homelessness.
  • Plan and oversee the technical infrastructure and services to implement and administer the Homeless Management Information System (HMIS).
  • Ensure adequate training, support, and technical assistance to HMIS Users, including staff, service, providers, and partnering agencies.
  • Oversee the management of user access and permissions within the HMIS and perform system maintenance tasks, such as updates, backups, and database management.
  • Plan and oversee the technical infrastructure and services to implement and administer the HMIS.
  • Ensure compliance with all HMIS regulations, managing HMIS policies and documents, and conducting a biannual review to ensure compliance with Department of Housing and Urban Development regulations.
  • Manage and analyze ongoing program metrics and recommend best practices to improve data quality collection.
  • Analyze various reports to monitor and identify potential problems. This may include assisting with developing and implementing necessary action plans.
  • Oversee all community partner and provider communications in appropriate system(s).
  • Manage contractual agreements between KHS and Partnering Agencies participating in HMIS.
  • Develop standard reports and queries on HMIS usage and data for interest parties in collaboration with the Business Intelligence Department.
  • Monitor issues related to contract performance of the HMIS software vendor pertaining to software development, system upgrade, and hosting and data protection services in collaboration with the Business Intelligence Department.
  • Oversee the coordination of the HMIS Data Quality Committee meetings, including meeting scheduling, agenda creation, attendance tracking, minute taking, and acting as proxy for committee chair. Ensure meetings are in compliance with Brown Act Meeting requirements.
  • Oversee cost estimates and budget.
  • Develop public facing correspondence as needed in relation to homeless services program or other assigned special project.
Other Functions

  • Assists management staff in completing Provider Network Management related projects.
  • Interfaces with other departments in the development, preparation and distribution of policies, training, and/or reporting related to homeless services programs or other assigned special project.
  • Travel independently to conduct community organization visits with own reliable transportation.
  • Adheres to all company policies and procedures relative to employment and job responsibilities.
  • Performs other jobrelated duties as assigned.
Employment Standards


Education:
Bachelor's degree from an accredited school or equivalent in a relevant field required.


Experience:
Five (5) years in leadership role in collaboration with nonprofit organizations and governmental agencies. Demonstrate ability to work effectively with diverse community and organizational groups. Proficient in managing and utilizing database information systems required.
OR

Nine (9) years' experience, of which four (4) years must be in a leadership role collaborating with nonprofit organizations and governmental agencies.

Knowledge of:

Policy development, trends in the field of homeless and social services, current Federal, State and local laws, procedures relevant to homelessness services programs, community outreach and advocacy, resources and requirements to acquire governmental and private funding.


Ability to:

Communicate effectively, both verbally and in writing; adapt to a rapidly evolving work environment; work independently and manage multi-task responsibilities, grant writing, and ability to lead and motivate a team.


Other:
Required travel up to 40%. Possession
