Primary Duties/Responsibilities
Program Management and Service Delivery

  • Oversee day to day operations of the Health Coverage program including appointment schedules, hiring and recruitment of seasonal staff, oneone client support, and training.
  • Assist Senior Program Manager with preparations and launch of Open Enrollment season and Year-Round program services
  • Coordinate and supervise communitybased enrollments in twelvecounty Prosper Health Coverage service area
  • Lead the CMS Marketplace Assister Community (MAC) Outreach for Medicaid consumers
  • Develop and implement operating procedures to promote empathetic and efficient service delivery
  • With a traumainformed approach, help clients enroll in health insurance and utilize their coverage to receive care
Content Expertise & Staff Support

  • Serves as a content expert and assists with the development and implementation of training for staff and volunteers to ensure a high level of knowledge and expertise across the program
  • Maintain relevant certifications (including Community Health Worker certification and Navigator certification through the Centers for Medicare and Medicaid Services, and Community Partner Program certification through Texas Health & Human Services) while proactively expanding
knowledge and expertise in the Affordable Care Act, health coverage, and the local health delivery system

  • Closely monitor relevant policy changes and health sector developments and ensure program staff are trained in policies that affect the Health Coverage Program, particularly service delivery.
  • Provide direct supervision to 5 Client Service Coordinators, coaching, and support to Health Coverage staff and volunteers to ensure strong performance and employee engagement
  • Serve as a designated site manager or supervising site manager during Open Enrollment as needed.
Internal/External Collaborations

  • Coordinate with the data team to develop appointment schedules and structure for Open Enrollment and Yearround seasons that lead to successful completion of goals and a positive experience for clients, volunteers, and staff
  • Coordinate with Volunteer Engagement Team on volunteer recruitment, training, management and support for Open Enrollment
  • Collaborate with Operations Team to coordinate setup, inventory, and storage for Open Enrollment and Year-Round services.
Partnerships

  • Assist with partnership relationship management including Central Health, the Health Alliance for Austin Musicians (HAAM), and local high medical provider referrals.

Other duties:

  • With the Health Coverage Program Coordinators and Client Service Coordinators, oversee the collection of client stories
  • Oversee with accurate and timely data entry

Minimum Requirements

  • Three (3) or more years of experience coordinating or managing community programs, and/or related experience
  • Ability to maintain and expand content expertise by following current events and policy changes, reviewing research, and meeting with local stakeholders
  • Ability to communicate clearly and effectively, verbally and in writing
  • Experience coordinating community programs or services
  • Experience supervising staff
  • Ability to maintain composure and patience in stressful situations
  • Detailoriented with strong organizational skills
  • Proficiency using standard office computer programs and databases
  • Ability to work in a team while also handling individual responsibilities independently
  • Ability to collaborate and communicate effectively with people from diverse backgrounds
  • Demonstrated commitment to diversity, equity, and inclusion

Preferred Requirements

  • Expertise in health insurance, particularly the Federally Facilitated Marketplace and the local healthcare delivery system
  • Ability to read, write, and speak Spanish
  • Experience working in fast paced environments

Working Conditions
General office environment. Work is generally sedentary in nature but may require standing and walking for up to 10% of the time. The working environment is generally favorable. Lighting and temperature are adequate, and there are no hazardous or unpleasant conditions caused by noise, dust, etc. Work is generally performed within an office environment, with standard office equipment available.

Physical Requirements

Requires sitting or standing at a desk for long periods of time indoors. Eye and hand coordination for viewing of monitor screen and multiple reports along with high volume of keyboard use.
