    About the Work Unit

    This position resides in the Region 5 Traffic and Safety work unit.

    This work unit exists to deliver capital traffic and safety engineering projects, deliver maintenance projects, provide traffic engineering review and support to local agency and permits unit, provide traffic engineering review and support for capital engineering projects, and respond to Traffic and Safety related customer concerns.

    About the Position

    This position is part of the Traffic and Safety work unit with Region 5.

    This work unit exists to deliver capital traffic and safety engineering projects, deliver maintenance projects, provide traffic engineering review and support to local agency and permits unit, provide traffic engineering review and support for capital engineering projects, and respond to Traffic and Safety related customer concerns.

    Delivery of capital traffic and safety engineering projects includes designing and compiling plans and specifications for:
    traffic signals, signing/striping, multi-modal and ADA improvements, and construction traffic control plans.

    Delivery of maintenance projects includes designing and compiling plans and specifications for annual maintenance projects such as region wide pavement marking, rumble strip, guardrail, and sign replacement.

    Permits group support includes engineering support and review of traffic impact studies, construction plans and specs, and traffic control plans.

    Support for capital engineering projects as a specialty unit includes; reviewing engineering plan and specification packages for accuracy and completeness in relation to Traffic and Safety elements.


    Responding to customer service calls includes:
    researching, analyzing, and responding to the public regarding traffic and safety-related concerns.

    Major Duties and responsibilities include but are not limited to:

    Under the guidance of the Traffic and Safety Resident Engineer:


    • Project Delivery Process - Develop design schedules, engineers' estimates, specification packages, and construction plan sets using Microstation OpenRoads and/or lnRoads (latest available CAD program). Conduct Scoping, FIR, and FOR meetings; collaborate with regional Department of Transportation specialty units and maintenance to obtain clearances, assure plan set and specification accuracy, consistency and compliance with the Department of Transportation project delivery.
    • Project Design Process - Design traffic signals, intersections, Multi-modal/ADA, and signing/striping projects, utilizing traffic and safety engineering fundamentals and guidance from: AASHTO Policy on Geometric Design of Highways and Streets, Roadside Design Guide, Manual On Uniform Traffic Control Devices (MUTCD), CDOT Design Guide, CDOT Standard Specifications, CDOT M&S Standards, and other applicable design manuals. Prepare construction plans and specifications for Advertisement.
    • Design to Construction Transition - Coordinate with the Traffic and Safety Construction Manager on project handoff from design to construction, coordinate and conduct hand-off meetings, highlighting project nuances and areas of concern regarding construction. Complete construction schedules and present project intent to various stakeholders, including contractors and local agencies. Become familiar with project consultant and contractor compliance with federally mandated programs and state requirements (i.e. EEO, AA, Davis-Bacon, OSHA, ADA, local ordinances, etc.).
    • Construction Design Support - Learn how to provide design support during construction of assigned Traffic and Safety capital projects and maintenance projects to ensure design intent is achieved. Learn to inspect contractor's equipment, materials, workmanship, and products to ensure they are in conformance with contracts, plans and specifications, and maintain related documentation.
    • Time Management - Manage multiple projects performing traffic engineering and adhere to deadlines.
    • Scopes & Fees (Consultant) - Train to request and review statements of work (SOW) for project deliverables and timeline. Prepare independent cost estimates (ICE), negotiating cost and timeline to ensure it meets project needs. Track and review invoices to determine if deliverables were provided within agreed upon timelines, payment is accurate, and consultant is within budget.
    • Project Management for Design (Consultant) - Train to manage consultant projects for design of capital or maintenance projects that cannot be designed in-house. Learn how to manage and direct consultant staff to provide agreed deliverables on time and within budget. Review deliverables and provide feedback to consultants in order to ensure consultant work is meeting the design goals of the project and is consistent with CDOT and Region 5 standards.
    • Design to Construction Transition (Consultant) - Train to manage consultant during the transition of a project from design to construction. Ensure consultant availability for support during advertisement phase, and design support during construction.
    • Traffic and Safety Operations - Perform intersection analysis and modeling to provide design recommendations, or to recommend more in depth analysis. Learn to perform Intersection Control Evaluations to make intersection type recommendations. Develop and maintain signal timing and coordination plans, in concert with the R5 Signal Electrician team, to include assisting with field implementation and timing adjustments. Perform Transportation System Management & Operations (TSM&O) evaluations in conjunction with Design Project Managers to provide TSM&O project recommendations.
    • Permits Unit Support - Review traffic impact studies; utilizing the Institute of Transportation Engineers Trip Generation manual, State of Colorado State Highway Access Code, and Access Control Plans, to ensure data and recommendations presented follow Department of Transportation Access management. Review Methods of Handling Traffic (MHT's) for compliance with MUTCD and CDOT traffic control procedures for use on permit projects. Coordinate with permits managers and senior engineering staff to determine acceptable access improvements or methods of construction for permit projects. Provide Special Event support by coordinating with CSP and CDOT staff to ensure safety of event participants and highway users while minimizing event impacts.
    • Capital Engineering Support - Review plan sets and specification packages at each milestone submittal (Scoping/FIR/FOR) for compliance and completeness from a Traffic and Safety engineering standpoint. Review striping, signage and any applicable specifications to make sure they follow the most current traffic and safety Regional and Department requirements and guidelines.
    Understand Traffic and Safety specific CDOT procedural directives (ex:

    pavement marking widths}, M & S Standards, Traffic and Safety specific Project Special Provisions and Standard Specials in order to ensure capital engineering projects are consistent with Regional and Department goals from a Traffic and Safety standpoint.


    • Customer Service Call Support - Research, analyze, present options to senior engineering staff and respond to traffic and safety related customer calls such as; signal timing issues, speed limits, auxiliary lane requests, signage and pavement marking changes. Utilizing Department of Transportation computer crash analysis software, warrant analysis (signals, rectangular rapid flash beacons (RRFB's)), and previously mentioned engineering manuals to provide responses to the public. Learn to develop applicable concerns into small scale improvements that involve minor changes in signal timing, signing, or striping that can be delivered quickly and efficiently by R5 Traffic Maintenance crews. Respond to all customers in a courteous and timely manner as a reliable representative of CDOT.
    • Other Support as Assigned - Provide Traffic and Safety engineering support for local agency projects, county comments, regional planning department, and other requests as needed. Utilize tools such as crash analysis software, regional safety studies, regional lane closure policy, and access control plans to analyze and report back findings/recommendations to senior engineering staff for use in public stakeholder meetings.
    • Required to drive CDOT vehicles to project, meeting, or training locations in order to carry out assigned duties.

    Work Environment:

    • Primarily 8:00 am - 5:00 pm work hours, Monday-Friday
    • Approximately 20% spent in the field, 80% spent in the office
    • Travel required during work hours throughout Southwestern Colorado
    • Occasional overnight travel 1-3 times a year throughout Colorado
    • Required to operate CDOT vehicles
    • General office work and in-person review of highway project sites. Occasional lifting of 20 pounds.
    • Exposure to elements and traffic during project site visits
    Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights


    Minimum Qualifications:

    • Current enrollment as an Engineer Intern by the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors.
    • AND at least one year of professional civil engineering experience pertaining to transportation.

    Substitutions:

    • Current, valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors will substitute for the enrollment as an Engineer Intern. If using this substitution, you must provide your PE License number.
    • Appropriate education in addition to that required for enrollment as an Engineer Intern will substitute for the required experience on a year-for-year basis. If using this substitution, you must provide a copy of your transcript.

    Conditions of Employment:

    • It is a condition of employment that individuals hired to the class of Engineer-In-Training must obtain registration as a Professional Engineer by the Colorado Board within 8 years of appointment to the Engineer-In-Training classification at CDOT.
    • A current valid driver's license is required for this position as it requires operating a state or personal motor vehicle to perform one or more essential functions of the position.
