Duties:


  • You will review, assess, and resolve construction and design problems encountered during the performance of contracts.
  • You will advise the contracting officer on technical matters requiring extensive knowledge of engineering/architectural practices and construction methods.
  • You will review project plans and specifications prior to construction for technical soundness.
  • You will prepare technical analyses, cost estimates, and engineering designs for construction contracts and contract modifications.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified in the Facilities Engineering Career Field Level 2. Certification is required within 24 months of appointment.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE450, within 30 days of appointment.
  • You will be required to obtain and maintain a current valid United States driver's license.

Qualifications:


  • In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following:

  • 1) Reviewing, assessing, and resolving construction and design problems;
  • 2) Providing technical oversight of multiple construction contracts; and
  • 3) Preparing technical analysis, cost estimates, and engineering designs for construction contracts and contract modifications.

Education:


Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
A. You have a bachelor's or higher degree in architecture.

OR

B.

You have a bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
